Solicitation No: FA8201OnLineTraining Libraries Notice Type: Sources Sought This is a SOURCES SOUGHT SYNOPSIS for INFORMATION AND PLANNING PURPOSES ONLY; it is not a solicitation. Intent of this Sources Sought Synopsis is to determine what possible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set Aside. There is no guarantee a solicitation will be issued. Responses are due on or before 31 July 2015. The North American Industry Classification System (NAICS) code is: 611420. Requests for solicitations will not receive any response. Any information submitted to this sources sought is strictly voluntary. The government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This notice is a request by the government to collect information from on-line educational schools and/or other purveyors of on-line education for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. The government requests that interested parties respond to this notice and if applicable and identify your small business status to the above identified NAICS code. Any responses involving teaming arrangements should delineate between work that will be accomplished by the prime and that accomplished by other teaming partners. If teaming additionally, please identify any teaming arrangements along with a description of similar services offered to the government for the past three years. The government will use information received to determine the best acquisition strategy for this envisioned procurement. The government is interested in all small businesses; to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. Program Details: The Air Force Sustainment Center (AFSC) is interested in locating sources with existing on-line scientific and engineering training libraries that would best benefit AFSC's current diverse target community of approximately 300 scientists and 4,200 engineers. Sources with relevant engineering and scientific on-line training courses, that enhance (rather than duplicate) AFSC's available educational resources to enable this AFSC workforce to better perform its mission, are being sought. Obtaining information from industry will allow the AFSC to identify, quality, best value, quality on target, on-line modular classes currently available in the marketplace; that if acquired will significantly and cost effectively augment existing courses currently available through This AFSC workforce community possesses varying levels of education and hands on learning in a variety of scientific and engineering (including aerospace) disciplines. The customer sees it as advantageous if course length average around 16 to 45 hours; are segmented into 2 or more modules that last from 20 to 90 minutes. Note. The Air Force currently uses locally developed in-house training, as well as training developed by others; e.g. the Department of Defense. The intent of this program at present is to augment, not replace, existing training. Any resulting contract for additional training courses of the types identified herein or attached hereto; will be clearly written so as to not restrict the governments' rights to acquire existing or additional educational training for the above stated target audience via existing or other alternative sources. The current applicable Department of Labor Wage Determination, mandated by the Service Contract Act, will apply and be incorporated into any resulting contract; unless vendor certifies and the Contracting Officer affirmatively determines they are exempt from this requirement. The intent of this sources sought solicitation is not find (not limit) innovative ways to deliver the desired mass data training content to a large community of students. If Industry responds with an alternate proposal that can address these future requirements; all responses will be considered. Key element to the training being sought is that it is cost effective. The government customer is seeking access to libraries of relevant on-line play listed courses, with an expectation that such training average around $250 per student per year. Access/use licenses should allow the student access to all respondents on-line training repository of library/libraries during this learning period. Potential respondents to this sources sought whose on line training system does not have student performance analytical tools are still encouraged to respond. Sources Sought Requirements and attached list of courses the AFSC is interested in the following areas of training as identified within this solicitation. Requirements: •1) Contract type: Firm Fixed Price basic year with up to four annual option periods •2) Ability to purchase more or less licenses at the end or beginning of any annual renewal periods; •3) Ability to expand number of licenses to other DOD Agencies incrementally; if such action remains within scope of the contract if/once written •4) Ability to purchase and renew competitive course licensing ( lower prices for higher license quantities purchased (pricing ranges e.g. from 1 to 24, 25 to 49, 50 to 99, 100 to 499, or 500 to 1000 licenses (etc.)) •5) All licenses, for the basic or a renewal period, for new and existing customers, will be the same for all student licenses issued and reflect the applicable stair step pricing for the aggregate quantity of licenses ordered at the time or ordering/award; and less for prorated licenses. •6) Prorated pricing for new licenses awarded during 2 nd, 3 rd, or 4 th Quarter use periods •7) Yearly access/use license to vendor's on-line libraries to be quantity sensitive; ie. decrease with increased volume of license purchases •8) Modular courses that of from 16 to 45 hours in duration •9) Modular courses that are further broken into manageable segments of 15 to 90 minutes •10) Modular courses that students to easily save and restart courses without losing their progress •11) Identify if provider's course management software is capable of providing both student and supervisor a quantitative measurement of a student's progress through to course completions •12) Identify all library courses where Industry recognized professional certification is/can be bestowed upon a student's successful completion of a course; and identify any associated additional fees associated with issuance of said certifications •13) Identify courses that will assist AFSC diverse community of students in passing industry recognized certifications and in achieving enhanced proficiency on the job. •14) Respondents are asked to describe robustness of respondent's on-line library or libraries in meeting the Air Force Sustainment Center's (AFSC's) Scientific and Engineering community requirements as identified under included course list ; •15) Responses are asked to describe how their courses as crafted, structured, an presented; optimally enhance/augment the students learning experience; in areas of learning, comprehension, and retention •16) Course structure and content should be of sufficient breadth and depth to provide students of the AFCS Scientific and Engineering Community, at all levels of the learning spectrum in a given field of targeted classes, a satisfactory learning experience that enhances the students skill set. •17) Course software should allow students the ability to test their learning of completed courses •18) Students must be able to access the course content from different types of devises (work computer, home computer, mobile, tablet, etc.) •19) All courses should allow students the ability to retake/remediate courses taken •20) Air Force utilizes firewalls, successful on-line libraries provider's on-line system will need to be compatible with and configurable to access students at home and at different government sites through multiple types of firewalls List of subjects by field Ada -
