Special Notice - Request for Information - PROPERTY MANAGEMENT Procuring Agency: General Services Administration (GSA), Federal Acquisition Service (FAS), Region 8 Notice Type: Posted Date: Sources Sought June 10, 2015 NAICS Code: M- Operation of Government Owned Facilities 531311 Residential Property Managers 531312 Non-residential property managers GENERAL INFORMATION: The General Services Administration is contemplating issuing contracts for Property Management Services for military housing operations and seeks information from Industry about Property Management Services to determine potential business solutions and offerings to GSA customers. OBJECTIVE The purpose of this RFI is to promote collaboration between GSA and Industry to gain understanding of Industry best practices when delivering Property Management Services. GSA seeks information and ideas from Industry in consideration of developing meaningful business solutions for Property Management Services of government-owned buildings in the Federal government and Military sector(s). BACKGROUND In addition to traditional office and other non-residential buildings, Federal agencies and military branches manage and maintain various types of housing units for its service members. STATEMENT OF NEED Government acquisition(s) of Property Management Services including scope, pricing methodology, procurement and evaluation methods to consider for use in delivering meaningful Property Management Services to agencies. Property Management Services are services related to facilities operations, management and utilization, quality assurance, accountability, risk management, safety, continuous improvement, and the application of best practices. Services may include but are not limited to property and facilities management, planning, coordinating, scheduling, monitoring, reporting of ongoing activities, costs/schedule tracking, clerical and administrative support, quality control software support services, computer and/or facilities management systems, furnishings management, maintenance tracking, and the utilization of an electronic housing database system. Property and organizational management expertise is required to assure performance of the work in accordance with sound and efficient management practices. Property Management Services for Federal and Military housing operations combines elements of residential property management services and hospitality management services. Primary services offerings are anticipated to include but is not limited to the following: -Room assignment and access including distribution and management of keys -Check-in and check-out inspections -Manage furniture inventory and assignment, condition assessment (inspection and replacement activities) -Provide janitorial/housekeeping services -Coordinate and track building maintenance activities-Process damage claims -Coordinate change of occupancy -Process damage claims -Maintain common areas -Occupancy, utilization and financial reporting -Conduct surveys -Provide quality customer service Services may be limited to a single building or group of buildings and are anticipated to be delivered world-wide. RFI Response: Vendors are required to respond to the RFI by submitting the following information: • Vendor Name and Address • Valid point of contact including current contact information (name, title, e-mail, phone number) • DUNS Number • Industry standards or practices, or sample commercial contracts that are similar to the objective and statement of need • Recommended pricing strategies for Property Management Services described in this document • Statement of interest to participate in an Industry Day promoting collaboration between government and Industry • Provide a statement of capabilities (yes/no statement) to the primary services offerings listed above All responses should be based on the information contained in this RFI and any other relevant information the vendor thinks is appropriate. Vendor Notification: This RFI is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. If the Government determines to issue an RFP at a later date, based on responses to this RFI, then the RFP will be issued via Federal Business Opportunities (FBO). No award will be made as a result of this RFI. All information is to be submitted at no cost or obligation to the Government. Any information that the Vendor considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Vendors who do not respond to this RFI are not excluded from any resulting Industry Day meetings, special notices, or solicitation(s); however, will be required to submit a proposal in accordance with final solicitation instructions.
