- Within 15 to 45 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of the final Request for Proposal (RFP), DE-SOL-0007016, for the Operation of Depleted Uranium Hexafluoride (DUF6) Conversion Facilities at Paducah, Kentucky and Portsmouth, Ohio. These conversion facilities are designed and constructed to convert DOE's inventory of DUF6, now located at the Paducah Gaseous Diffusion Plant and the Portsmouth Gaseous Diffusion Plant, to a more stable uranium oxide form (UOx), to be characterized as acceptable for transportation and disposal. The Contractor shall also provide continuing cylinder surveillance and maintenance (S&M) services for the DOE inventory of DUF6, low-enrichment uranium (LEU) hexafluoride (UF6), normal UF6, and empty and heel cylinders in a safe and environmentally acceptable manner. The activities within the scope of this procurement include, but are not limited to, providing S&M for the DUF6 conversion facilities and associated equipment, operating the conversion facilities to convert the DUF6 from the inventory at Paducah and Portsmouth to uranium oxide at design throughput of the conversion facilities, reusing and/or transporting and disposing of the DUF6 conversion process end-products and wastes, selling the aqueous hydrofluoric acid (AqHF) product and providing S&M services for the cylinder storage yards. Babcock & Wilcox Conversion Services, LLC is the incumbent contractor and its contract will expire on January, 2016. A dedicated webpage has been established for this procurement. The Final RFP will also be posted to the Fedconnect website at: www.fedconnect.net. The government anticipates awarding a contract that includes Cost-Plus Award Fee and Firm-Fixed-Price contract line items (CLINs). The expected period of performance is five years. In accordance with FAR Part. 19.502-1, DOE has determined that this acquisition will NOT be set-aside for Small Businesses and will be conducted on a FULL AND OPEN COMPETITION basis using FAR Part 15 procedures. The Government does not intend to acquire a commercial item or service using FAR Part 12. No additional synopsis will be released prior to issuing the Final RFP. The contract award resulting from the Final RFP is expected to be in or about the 2nd quarter of fiscal year 2016.
