Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to Press Ganey, Inc., to provide access to the National Database of Nursing Quality Indicators (NDNQI) for users at the North Texas Veterans Health Care System. The requesting location is the Dallas VA Medical Center, 4500 S. Lancaster Rd., Dallas, TX, 75216-3400. NAICS 511210 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 13.106-1(b)(1), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract will enable users to be involved in the NDNQI program and engage in internal facility evaluations for the purpose of analyzing and improving nursing services, patient care, and nurse satisfaction. A clinical staffing report that includes information on trends and Comparison Data will be used. Such data includes statistics on patient falls, nursing hours, restraints, turnover, assaults, and infections. NDNQI is a large centralized information pool that collects nursing data from hospitals all over the nation. The database is a repository for nursing sensitive indicators, a program of the National Center for Nursing Quality. (NCNQ). NDNQI is the only database containing data collected at the nursing unit level. Access to the NDNQI will allow the VA to obtain information on nursing-sensitive indicators and their operational definitions. Press Ganey is the only company expected to to respond to this requirement. Period of performance shall be from the date of award and will extend for 12 months hence with up to four, one-year option periods. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Jerry Hyndman, at gerald.hyndman@va.gov no later than June 15th, 2015, 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
