Description
DRAFT Statement of Work AN-BQH-9(V) Synopsis Notice The Naval Surface Warfare Center Carderock Division (NSWCCD), intends to award a sole source contract to provide for scientific and engineering support services required for the design, development, upgrade, procurement, test, repair, fleet implementation, and documentation of the AN/BQH-9(V) Signal Data Recording Set (SDRS) employed on U.S. Navy submarines. The AN/BQH-9(V) and its capabilities are required to successfully complete Acoustic Intelligence (ACINT) mission objectives in support of Chief of naval Operations (CNO) sponsored submarine deployments. NSWCCD serves as the Technical Direction Agent (TDA) for AN/BQH-9(V) SDRS as part of the TUBA Program, sponsored by the Office of Naval Intelligence (ONI). As TDA, NSWCCD is responsible for the design, development, certification, and life-cycle support of AN/BQH-9(V) equipment to ensure mission readiness. Ongoing developments in submarines sonar, sensors, and interfaces required spiral development and engineering upgrades efforts to maintain and improve system capabilities. AN/BQH-9(V) SDRS system upgrades are also required to meet evolving collection requirements, address operator feedback, improve reliability and maintainability, and overcome technology obsolescence issues. In addition, this acquisition provides for scientific and engineering support for the development, upgrades, and life cycle support for the Tape Processing System (TPS), which is used by the ONI as a primary shore-based acoustic data playback and analysis system under the ACINT Modernization program. Contractor analytical and technical efforts will be required over all stages of system application, from concept formulation of engineering changes to operational fleet technical and logistic support. The period of performance for this effort is one base period and four one-year option periods. The intended source is The University of Washington/Applied Physics Lab (APL/UW), of Seattle, WA under the authority of 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1--Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
