- ADDED JUNE 5, 2015 The purpose of this correspondence is to clarify for interested parties, what has been the progress to date and the results of our recent Advisory Multi-Step (AMS) process. This process was conducted by following the instructions in FAR 15.202. The reasons we conducted the AMS as part of our pre-solicitation activities are to: 1. Identify for the Department the pool of potential qualified offerors for the HITTSS-II acquisition. 2. Inform the companies who responded to the AMS what they need to correct in their AMS response packages to prepare better proposals for the HITTSS-II acquisition. The AMS process was not intended to: • Award any HITTSS-II contracts. • Disqualify any company from submitting a proposal when the HITTSS-II solicitation is issued. • Request any proposals and to evaluate any proposals. Since no awards were made during the AMS process, no debriefings will be given. Instead each company that submitted a response package will be sent a letter (via email) from the Department that informs the party that they either passed the Department's review of their submittal, or if not, what was wrong with their submittal. This information will help you to correct any problems (if you choose to do so) giving you a better chance to submit a correct proposal (if you choose to do so) when the solicitation is released. Here are the "takeaways" from the AMS process that we want you to understand: • You may submit a proposal when the HITTSS-II solicitation is released regardless of your results from the AMS. • You do not need to submit anything now and not until the solicitation is released. • Your company is required to be certified in only one of the business type categories, and can be certified in more than one in any combination. • Your company will be required to answer all 5 qualifications that were in the AMS when you submit a proposal because they will be included in the solicitation. They are repeated here for your reference: o Business Classification Certification o GSA Schedule 70 Contract or Similar Federal Government Contract o Security Requirements o ISO 9001:2008 Quality Management System or Capability Maturity Model Integration (CMMI) Certification o Corporate Infrastructure. Do not call or send emails concerning this information. You will be receiving your letter on your AMS package within the next 2 weeks.
