Description
The U.S. Army Corps of Engineers, ERDC Contracting Office intends to make award to Air Technical Industries, Inc on a sole source basis under the authority of FAR 13.106-1(b)(1). The Cognitive Ecology and Ecohydrology Research Flume (CEERF), Cognitive Ecology Lab (CEL), Environmental Laboratory requires a Manual Reversible Boom Crane that is portable, moveable by a person, and designed to reach up and over the flume walls without damage or pressure added to the flume structure. CEERF has little usable floor space for moving objects in and out of the flume or the inner oval of the flume, nor storage space for large equipment. The grating in flume area also has a maximum load weighting, which further restricts our ability to move large items in and out of the flume area safely. A crane is needed that can lift items 12' high. The Crane must be able to navigate into the narrow space, lift items, and turn to place items into the flume. While the boom cart can be hand‐operated, power options for accuracy and safety given the expected loads are required. The power option will need to be wireless and thus require a 12V battery and capable charger. Air Technical Industries, Inc (CAGE Code: 30901) is the only reasonable vendor available that can provide a Manual Reversible Boom Crane to the Specifications without modification to the equipment and delays in delivery. The NAICS code for this requirement is 333924 Overhead Traveling Crane, Hoist and Monorail System Manufacturing with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Christy Love at Christy.J.Love@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
