- This acquisition is a Prospective 100% set aside for either Small Business, Veteran Owned Small Business (VOSB), or Service Disabled Veteran Owned Small Business (SDVOSB). If Two or more interested Service Disabled Veteran Owned Small Business (SDVOSB) respond, then the solicitation to acquire services stated below, shall be 100% Set-aside to SDVOSB. The NAICS Code is 238130 (Framing Contractors) $15 Million size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested Small Businesses that the VA National Cemetery Administration, Memorial Service Network Five (V) as directed by the VA Golden Gate National Cemetery, will solicit a Set-Aside Request for Quote (RFQ). This RFQ shall be under No: VA786-15-Q-0255. Award will be a Purchase order. A RFQ solicitation is currently not available. The intent of an awarded contract shall be to remove and replace existing steel windows in a masonry wall with storefront type operable windows and repair sills under existing window assemblies. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. ? Scope of Work Replace Windows and Repair Sills Golden Gate National Cemetery 1300 Sneath Lane San Bruno, CA 94006 M&R-FY15-0007 1.GENERAL SCOPE OF WORK: Work includes all materials, equipment, labor and supervision to remove and replace existing steel windows in a masonry wall with storefront type operable windows and repair sills under existing window assemblies as noted at the Golden Gate National Cemetery, 1300 Sneath Lane, San Bruno, CA 95620 All work is based on design drawings and specifications named "Replace Window and Repair Sills" dated 5/29/2015. Specification: Completion Time: Thirty (30) calendar days from date of issuance of Notice to Proceed (NTP). Work in this project includes but is not limited to: A.Door/Windows 1.All work will be for this portion of the work will be done one at a time. Do not demolish all three openings at once. 2.Remove existing windows and store for reuse. It is the Contractor's responsibility to maintain the existing windows in the same condition as they were when removed. 3.Remove all exterior wood trim and casework. Clean opening of all caulking and debris to existing cement plaster and granite concrete surfaces. 4.Install new 3"x8" aluminum shape in place of the existing 2x8 wood nailer. Finish: Powder coated white. 5.Install new metal threshold within a bed of sealant: Pemko 175 or equal. Finish: Powder coat white 6.Reinstall existing windows using shims to plumb and level window units. Caulk all joints. Color: White 7.Install aluminum quarter round shape vertical molding around exterior of door. Stylmark Part #110562 or equal. Finish: Powder coated white. 8.Install wood spacer and decorative casing on interior of door. 9.Repair/install new carpet tile at interior. Carpet tile by NCA. B.Windows 1.It is the Contractor's responsibility to verify all openings before ordering windows. GGNC will not assume any responsibility for verification. 2.Remove existing steel window frames and all wood framing and casing. 3.Prep existing opening by cleaning all cement plaster surfaces of any caulking or other debris. 4.Install new operable aluminum storefront type windows in existing openings. (Wausau Invent Retro or equal) 5.Window should be shimmed for plumb and horizontal level. Caulk all joints. 6.Window openings: a. One (2) 2030 Awning b. Four(4) 6050 Casement c. Two (2) 2030 Casement d. Two (2) 4050 Casement All materials shall be new. Contractor shall submit for approval the manufacturer's literature and specifications for approval. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer's Representative (COR). Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Work will be conducted in such a manner to minimize the impact on the Cemetery operations. To schedule a site visit, contact the COR. Contracting Officer's Representative (COR): Kathleen McCall TEL: (650) Kathleen.McCall@va.gov 2.GENERAL REQUIREMENTS Refer to attached Specification "General Requirements Section 01 00 02 3.WARRANTY The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship and hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work within a period of one (1) year after the date of final acceptance by the VA of all work done under this contract. Contractor must respond within 48-hours to perform any warranty work. Time to have parts delivered to site that are not locally available is not included in this 48-hour response time. ----END---
