- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a non-personal services contract to provide maintenance, preventive maintenance, and repairs to the installation perimeter security Intrusion Detection System (IDS) and Closed Circuit Television (CCTV) systems on Camp Arifjan and Camp Buehring, Kuwait. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance, preventive maintenance, and repairs for the installation perimeter security IDS and CCTV on Camp Arifjan and Camp Buehring. The Intrusion Detection System and Closed Circuit Television (CCTV) camera system provides integrated perimeter surveillance that interfaces with a primary monitoring control station. Maintenance and preventive maintenance are required to prevent any disruption in the observation of the perimeter. Contractor shall furnish four (4) technicians and one (1) Project Manager able to speak fluent English and able to provide the maintenance, preventive maintenance, and repairs required to sustain 100% operational status for the IDS and CCTV system, 24 hours a day/ 7 days a week. The Contractor shall complete repairs within 24 hours of notification. The scope of this PWS includes but is not limited to the maintenance, preventive maintenance, and repairs of the IDS and CCTV systems, software (including updates), and components, maintenance inspections, emergency service, and service calls. The Contractor shall follow specific instructions tailored to the specific equipment. The period of performance shall be for one (1) Base year (12 months), and two (2) 12 month option years. This acquisition is being solicited on an unrestricted basis. Lowest Price technically acceptable will be the evaluation factor used in decided the winning proposal. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561621. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that does not have an active registration in the System for Award Management at such time as the government is prepared to make an award.
