Description
It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) to modify HHSN276201100496P on a sole source basis. The additional work is within scope of the original contract. The Contractor, Rand Worldwide Subsidiary, Inc., shall provide services to upgrade the NLM ARCHIBUS Asset Management System Database to version 21.3 (SQL Scripting) in order to maintain the ARCHIBUS system upgrades of security, software and hardware that are required for compatibility to the NIH business systems. The following additional services are required to the existing scope of work: 1. Upgrade the ARCHIBUS Asset Management System Database to version 21.3 (SQL Scripting) a. Modify user processes to match Web Central 21.3 new processes 2. Upgrade Web Central server to Web Central 21.3 a. Modify user processes to match Web Central 21.3 new processes 3. Upgrade the Firewall configuration to 21.3 (SQL Scripting) schema 4. Update integrations with NED 5. Update integrations with Siemens 6. Update integrations with Sunflower 7. Test EQ Reading, Reports & Charts printing 8. Verify the EQ Reading, Reports & Charts displays correctly 9. Update electronic Key Access Request form 10. Update automatic link to route request to Supervisor and then AO for approval 11. Update Hard copy keys and Electronic keys processes 12. Update mechanism for ad hoc reporting 13. Test Key Management application works correctly 14. Verify the Key Management application displays correctly 15. Update scripts to automatically transfer data from the new database connection to Oracle NVPROD to ARCHIBUS MSSQL 16. Update password requirements that can be changed regularly 17. Update schema changes in the ARCHIBUS database 18. Update Web Central views associated with the Equipment management activities 19. Make adjustments to each activity as required by the new structure/schema 20. Test the Property Management application works correctly 21. Verify that the Property Management application displays correctly 22. Update the Web Central views 23. Update curve plotting feature in web central 24. Test the Facility Monitoring application is working correctly 25. Verify the Facility Monitoring application displays correctly 26. Update the drop down options within the Web Central views 27. Update the printing of Web central views 28. Test the Web central views is working correctly 29. Verify the Web central views displays correctly TRAINING 1. Provide onsite Web Central Project Management Training Services in support of Database upgrade to version 21.3 (SQL Scripting) a. Provide custom application training b. Provide custom CAD training c. Provide custom key management training d. Provide custom training based on Database upgrade to version 21.3 (SQL Scripting) Rand Worldwide Subsidiary, Inc. implemented and customized NLM'S ARCHIBUS Computer Aided Facility Management (CAFM) software system. Utilizing Rand will enable the NLM to build on its existing infrastructure and platform developed by the Contractor over the past four (4) years. Rand has also provided all the maintenance of customization services for NLM's ARCHIBUS CAFM system. Rand continues to provide the software support and possesses intimate knowledge of the capabilities of the NLM ARCHIBUS CAFM software as it relates to the original NLM implementation and customization and integrated systems like NED, nVision and the NIH campus monitoring environmental monitoring system (Siemens). Utilizing Rand allows for quick identification for the patching of security vulnerabilities, program bugs and the identification of compatibility with newer versions of enterprise software that is currently in use within the NIH. Utilizing another Contractor other than Rand will provide numerous challenges of learning and understanding the NLM ARCHIBUS CAFM system implemented and customized by Rand as well as a lack of the immediate ability to resolve communication challenges caused by firewalls. Selecting another Contractor to modify the existing modules of the NLM ARCHIBUS CAFM system or to implement a new model will not be cost effective for the Government and will result in delayed implementation of the NLM ARCHIBUS CAFM system upgrade that is required immediately in order to provide the necessary firewall configurations to both the NLM and NIH domain servers. This is not a Request for Proposal (RFP) nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the aforementioned modification. Responses must be in writing and must be received electronically at the Government infrastructure by 2:00 PM EST on Friday, June 5, 2015. Proposals must include pricing information and should reference Synopsis No. NIHLM2015502SRE and should be submitted to sheila.edmonds@nih.gov. Inquiries regarding this procurement shall be submitted electronically to sheila.edmonds@nih.gov and shall be received by NOON EST on Monday, June 1, 2015.
