SOLICITATION NUMBER: HHS-NIH-NIDA-SSSA-SBSS-15-436 TITLE: Automation Upgrade for Hermes WiScan System INTRODUCTION This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Purpose and Objectives: This item is needed to facilitate our assay development and technology evaluation program. This program is to provide extramural and intramural researchers with access to assay development support, as well as allow the Laboratory to evaluate novel assay formats. This facility will work as a collaborative resource for doing assay development and validation screening. The system will can be used in many phenotypic based assay, particularly those used in high throughput/high content screens run at NCATS. Project Background: The National Institutes of Health National Center for the Advancement of Translational Science performs numerous High Throughput Assays annually. The cumulative experience of NCATS demonstrated a need for a group to consolidate assay development, assay miniaturization applicability and adaptation to evaluate qHTS feasibility, and validation of promising new assay technologies that had previously been done piecewise by different project teams who divided project workflow between data production and these experimental evaluations. The assay development technology laboratory will unburden separate project teams from these tasks, while maintaining full system compatibility with the automated robotic qHTS facility, such that assay development and promising assay technologies can be immediately implemented in large scale drug discovery campaigns with confidence that the assays and novel technology works in the high-density formats used by the qHTS facility. This request is required for this Laboratory in order to develop and deploy new technology and assays for the screening of rare and neglected disease targets. Project Requirements: Specifically, the NCATS requires the following: 1.AUTOMATION a.IDEA Bio-Medical's Hermes WiScan system is offered with an optional Automation package, enabling the system to work in a robotic environment. The above quotation reflects pricing for the package itself, as well as for software and hardware integration support to enable system compatibility with a robotic environment: b.Automation package: i.- Remote accessibility ii.o Protocols (applications and screening parameters) execution and management iii.- External loader compatibility (robot/manipulator) 1. Communication channel for control by external equipment 2. Loading door with automatic opening/closing synchronized with external equipment 3. Nest compatibility iv.- External loader (robot/manipulator) integration 1. Full integration support (does not include drivers, only APIs) 2.Driver Development a.- Development of API wrapper (local driver) to integrate with external scheduler b.- Implementation of customer automation protocol c.- Automation protocol tester for preliminary remote integration d.- Integration of automation protocol with Hermes driver e.- Robotic arm protocol development f.- Robotic arm protocol integration and testing g.- Full system integration and testing 3.Robotic Integration - Enabling robotic arm access to Hermes WiScan system for plate loading and unloading - Designing robotic arm movement and plate control - External stage for plate positioning - Integrating robotic arm into robot configuration - Testing and adjusting for optimal performance 4. OBJECT MAPPING Enhances throughput of high magnification screens by enabeling recognition of islands of interest in low magnification (using automatic image analysis to recognize the features of interest), and imaging of those islands in higher magnification. The objects of interest are detected based on their features as detected at the low magnification image and are imaged using the high magnification objective. The object mapping package includes also automatic objective exchanger for up to 3 objectives. Anticipated period of performance: 6 weeks ARO CAPABILITY STATEMENT Contractors that believe they possess the ability to provide the required equipment should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. Contractors should also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Small Business Sources Sought Notice must be submitted electronically (via email) to Andrea McGee, Contract Specialist @ andrea.mcgee@nih.gov. on or before June 11, 4:00 p.m. eastern time. The response must in in Microsoft Word, Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
