Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Delta Electronics and Testing for the acquisition of a Measuring Ionization Chamber (MIC) Smoke Measuring System to be used by the NIST Fire Research Division. ***** Sole source determination is based on the need to acquire a MIC smoke measuring system, type EC-912. The MIC Smoke measuring system is a reference smoke measuring chamber that is used to characterize smoke produced in standardized tests and fix the alarm points for smoke alarms and detectors for all test fires and smoke sources specified in the US standard. The Fire Research Division requires a MIC that meets US Standards ANSI/UL 217: Standard for Safety Single and Multiple Station Smoke Alarms, Underwriters Laboratories Inc., Northbrook, IL, 2006 and ANSI/UL 268: Standard for Smoke Detectors for Fire Protective Signaling Systems, 6th ed., Underwriters Laboratories Inc., Northbrook, IL, 2006. The ANSI/UL 217 and 268 Standards specifically reference the source of the MIC as built and calibrated by Delta Electronics and Testing. Each MIC from Delta is calibrated against the World Reference Chamber which Delta maintains. Delta Electronics and Testing holds an exclusive license from the MIC's developer, Cerberus Ltd., to manufacture and sell the EC-912. Furthermore, Delta sells directly to the customer without using resellers. Therefore, Delta Electronics and Testing is the only vendor capable of meeting this requirement. *****The North American Industry Classification System (NAICS) code for this acquisition is 334513. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by June 12, 2015, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to amber.gray@nist.gov or todd.hill@nist.gov.
