- The purpose of this synopsis is to announce the addition of a 12-month ordering period to the United States Special Operations Command (USSOCOM) Global Battlestaff and Program Support (GBPS) contracts. H92222-10-D-0016 with Booz Allen Hamilton, Inc.; H92222-10-D-0017 with CACI-WGI, Inc.; H92222-10-D-0018 with Jacobs Technology, Inc.; and H92222-10-D-0019 with Systems Research and Applications Corp. are the applicable contracts. This synopsis also serves as notice that USSOCOM may, as appropriate, extend any active GBPS task order for a period up to 12 months. The GBPS contracts were awarded under full and open competition on 30 April 2010 as Indefinite Delivery/Indefinite Quantity contracts with ordering periods beginning 1 May 2010 and ending on 30 April 2015. The contracts provide global SOF-unique non-personal services and expertise to support the Commander, USSOCOM. Examples of this support include subject matter expertise in areas of, but not limited to: time sensitive planning; interagency support; intelligence operations; Military planning, Intelligence, Surveillance and Reconnaissance (ISR) program analysis; biometrics, socio-cultural analysis, geospatial analysis, signals intelligence, and human terrain initiatives with ISR support; administrative support; public affairs; training; accounting; budgeting; joint support, budget and resource management activities; readiness planning and reporting; personnel and manpower accountability and reporting; acquisition and life cycle program management; procurement support; engineering support including research, development, science, technology, and systems engineering; graphics support and other business for HQ USSOCOM, its Components and Theater Special Operation Commands (TSOCs). The proposed contract action does NOT increase the GBPS program maximum of $1.5B. The Special Operations Forces (SOF)-Wide Mission Support (SWMS) competitive acquisition for the follow-on to the GBPS contracts began in April 2014. Due to an extensive and extended acquisition process, the SWMS contracts have not been awarded. The critical support provided by our existing contracts cannot lapse. To continue this critical support, it is necessary to execute the action(s) described above in order to bridge support pending completion of the SWMS acquisition. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only the four GBPS prime contractors under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to these requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
