THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. INTRODUCTION The Naval Air Warfare Center - Aircraft Division (AIR-2.5.1.11) at Patuxent River, MD announces its intention to procure, on a sole-source basis, under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The services necessary to provide F/A-18 and EA-18G Aircraft maintenance Support Services for the Naval Air Systems Command (NAVAIR), PMA-265 and VX-23 Squadron F/A-18 Project Team include research and development, aircraft maintenance and modifications, manufacturing of parts, instrumentation and engineering support. The services are currently being performed by Boeing of St. Louis, Missouri under N00421-12-D-0003. The existing contract is a Cost Plus Fixed Fee type. This contract is due to expire 15 January 2017. Boeing is the sole designer, developer, manufacturer of all models of the F/A-18 & EA-18G, and possesses certain proprietary rights to these aircraft, ground and flight databases, and data analysis techniques which include documentation, software, firmware, and associated information to which access is needed to perform the required services. ELIGIBILITY The PSC for this requirement is AC14; the NAICS is 488190 with a size standard of $32.5 million. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance includes a base period of 12 months and 4 one-year options for a total performance period of 5 years. The anticipated start date is 16 January 2017. PROGRAM BACKGROUND The F/A-18 A-F and EA-18G and future variants aircraft/systems ground and flight test programs are managed by the F/A-18 Project Team assigned to the VX-23 Squadron located at the NAWCAD, Patuxent River, MD. The Project Team is responsible for all project coordination, execution and support issues related to the ground and flight test of these aircraft models. Additionally, the Project Team ensures compliance with test Squadron Standard Operating Procedures (SOPs) and of the processes/procedures governing all phases of test projects including development, maintenance and implementation. Developmental test for the F/A-18 aircraft/systems has been ongoing at the NAWCAD, Patuxent River, MD since 1978. These aircraft/systems are designed to perform Strike Fighter and Electronic Attach missions. Developmental test efforts for all F/A-18 & EA-18G and future variants aircraft/systems in support of both the domestic Fleet and programs is expected to continue into the foreseeable future. REQUIRED CAPABILITIES The contractor shall accomplish the following tasks: • Maintain an average number (outlined below) of aircraft along with required laboratories, machine/metal shops, tooling, tool cribs, aircraft parts/aircraft ancillary equipment (AAE)/support equipment (SE), and personnel to support the project requirements. • The contractor shall maintain, as required, one to two F/A-18E/F EMD and F/A-18 / EA 18G test aircraft in flying status and/or flyable storage. • The contractor shall also provide support for USN maintained production F/A-18A-F & EA-18G as directed by VX-23. • The contractor shall support the tactical static display aircraft as required. • The contractor shall support a 2-shift operation and include the following specific items: technical engineering and aircraft instrumentation support; scheduled/unscheduled aircraft maintenance; parts manufacturing and fabrication support; aircraft systems support; aircrew support; laboratory support; material handling support and hazardous material program; documentation support; inventory control; quality assurance; and facilities support. • The contractor shall provide engineering and maintenance support as required for Technical Directive (TD) installation / compliance. This effort will be directed by VX-23 and the Navair Aircraft Controlling Custodian (ACC) at NAWCAD, Patuxent River for NAVAIR assigned F/A-18/ EA-18G and future variants aircraft. • The contractor shall provide engineering and maintenance support as required for NADEP Integrated Maintenance Concept (IMC) Periodic Maintenance Inspections (PMI-2) level efforts at NAWCAD, Patuxent River for NAVAIR assigned F/A-18 and future variants aircraft. • The contractor will meet the IMC planned schedule according to NAVAIR Aircraft Controlling Custodian (ACC) direction, and will complete the work based on the estimated price for services. • In support of the IMC effort, the contractor will also provide engineering and maintenance support as required for Technical Directive (TD) installation/compliance. • The contractor will support Off-site engineering and technical support (system studies, data reduction/analysis, reports, simulations, instrumentation, etc.) as requested by VX-23. • The contractor will support possible Off-site repair of aircraft (diverted enroute to/from VX-23). This Off-site repair will be requested by VX-23. The Contract Type is anticipated to be a Cost Plus Fixed Fee (CPFF) Performance Based C-Type. The incumbent contractor is: Boeing Company 6200 JS McDonnell Blvd. Saint Louis, MO 63134. SUBMISSION DETAILS Interested business shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the services listed in the attached "DRAFT" PWS. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number and email address. The documentation must address, at a minimum, the following: (1) Provide the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code and DUNN's number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; a). Describe the specific technical skill and experience which your company possesses which will ensure capability to perform requirements as outlined in the draft performance work statement. (2) Resources available such as corporate management and currently employed personnel to be assigned to this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at Patuxent River. Staffing plan should address current hires available for assignment, possible subcontracting/teaming arrangements, and strategy (contingency hires) for recruiting and retaining qualified personnel. (3) Statement regarding capability to obtain the required personnel and facility security clearances for personnel. (4) Company's ability to begin performance upon contract award.
