- DLA Distribution Norfolk at Portsmouth, Virginia and DLA Land and Maritime Norfolk has identified a continued need for labor and logistics support which will be advertised under solicitation SP3300-15-R-5006. DLA Distribution Norfolk at Portsmouth, Virginia's primary mission is to plan, program, manage, and execute efficient and effective receipt processing, storage and warehousing operations, material issue and transportation and shipping in support of Naval Sea Systems Command NAVSEA corporate shipyard customers (e.g., Norfolk Naval Shipyard (NNSY) and Naval Station Norfolk (NSN)). The work to be performed is in a distribution and warehousing environment providing support to corporate shipyard customers. The required services are commensurate with workload and/or available funding. DLA Land and Maritime Norfolk's primary mission is to plan, program, manage, and execute efficient and effective requisition processing, clerical, technical support and information technology support to Naval Sea Systems Command (NAVSEA) corporate shipyard customers (e.g., Norfolk Naval Shipyard and Naval Station Norfolk) primarily at building 1500 located on the Norfolk Naval Shipyard. The estimated period of performance for this requirement consists of a one year base period and four one year option periods. The actual Period of Performance (PoP) dates are as follows: PERIOD OF PERFORMANCE Dates Base Period w/Phase-In 1 December 2015 through 30 November 2016 Option Year 1 1 December 2016 through 30 November 2017 Option Year 2 1 December 2017 through 30 November 2018 Option Year 3 1 December 2018 through 30 November 2019 Option Year 4 1 December 2019 through 30 November 2020 This requirement has been offered to the Small Business Administration's 8(a) program providing for full and open competition after the exclusion of sources per the authority at FAR Part 19.805, Competitive 8(a). Additionally, the policies and procedures at FAR 15, Contracting by Negotiation, will be used for the evaluation of offeror's proposals and selection of the proposal representing the best value to the Government. It is anticipated that contract award will be made during November 2015. The NAICS code and Size Standard are 493110 and $27.5 million, respectively.
