- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Pediatric Oncology Branch (POB), Molecular Oncology Section (MOS), plans to procure, on a sole source basis, a XFe96 Extracellular Flux metabolic analyzer system by Seahorse Bioscience, Inc., 16 Esquire Road, North Billerica, MA 01862. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The MOS is interested in the genetic changes that affect tumor cell bioenergetics. The Seahorse Bioscience, Inc. XFe96 analyzer will allow the MOS to interrogate major energy pathways of live tumor cell in response to stress or drug treatment in real time. Energy assessment of cancer cell is crucial in monitoring the changes in energy pathways that allow cancer cell to survive under stress. XFe96 Extracellular Flux Analyzers simultaneously measures the two major energy producing pathways of the cell (mitochondrial respiration and glycolysis) in a 96 wells microplate, in real-time. The XFe96 analyzer determines in vitro oxygen consumption rate and extracellular acidification rate in order to assess cellular functions such as oxidative phosphorylation, glycolysis, and fatty acid oxidation. The XFe96 measures live cells bioenergetics which enables time-resolved analysis and testing of multiple conditions per assay. XF technology provides the tools to: Simultaneously measure oxygen consumption rate and extracellular acidification rate in 96 assay wells, rapidly detect cellular responses to substrates, inhibitors, and other inhibitors, and test more conditions with the same amount of sample, maximizing the value of each experiment. The Contractor shall provide: one (1)- Seahorse Bioscience, Inc. XFe96 Extracellular Flux Analyzer (system includes: two (2)- XFe96 FluxPak mini; one (1)- XF Cell Mito Stress Test Kit; one (1)- XF Glycolysis Stress Test Kit; one (1)- XF Base Medium; one (1)-one (1) year XFe96 analyzer warranty; XF training for up to six (6) individuals; one (1)- controller complete with a 17" LCD resistive touch screen display; operating system is Windows 7. This equipment is manufactured by Seahorse Bioscience, Inc. Seahorse Bioscience, Inc. is currently the only manufacturer that makes an instrument that analyze live cell bioenergetics that requires low cell number and measures 96 samples on a single read/assay. Seahorse Bioscience, Inc. is the only company capable of providing the required scientific equipment including: a) installation; b) on-site training by the original equipment manufacturer for their equipment, and c) an original equipment manufacturer one (1) year warranty in aggregate. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00PM EDT, on June 16, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
