Description

The Veteran's Administration Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with Research Dataware LLC of New Hampshire. The objective of this requirement is to acquire database storage and access to non-sensitive medical files for the White River Junction, VA Medical Center in Vermont. The database system shall be an IRBNet created specifically for use with Institutional Review Boards. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, June 5, 2015, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The contractor shall provide the specific tasks within the performance period. a.Unlimited submissions to White River Junction IRB staff. b.Unlimited users and access for all registered users. c.Up to twenty four (24) personalized Decision Letter wizards. d.Personalization and Data Maintenance of 2 IRBNet-VA existing wizards: R&D e.Request to Review Research Proposal and IRB Subcommittee Request to Review Research Proposal form. f.Additional Smart Form and decision Letter custom configurations will incur one-time custom configuration fees. g.Secure database storage and access for IRB files. h.Unlimited ability to generate custom correspondence letters between the IRB and PI's. i.Unlimited IRB submissions to our institution's IRB. j.Ability to upload VA specific forms such as Requests to Review Research Proposal, and IRB subcommittee requests to review forms. k.Input and tracking of reviewer comments that are restricted from researcher access.
