- This is a SYNOPSIS for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information. This announcement does not constitute the solicitation. The solicitation will be issued as a Request For Proposal (RFP) and will incorporate provisions and clauses as in effect through Federal Acquisition Circular (FAC) 05-82. Additional requirements may be added by amendment. DLA ENERGY, Electricity Team (dlaenergy.eteam@dla.mil) intends to establish a Basic Ordering Agreement (BOA) under NSN 9140-01-456-2020 with qualified offerors, on an OPEN CONTINUOUS basis to provide Renewable Energy Certificates (RECs) to various Continental United States (CONUS) Department of Defense and Federal Civilian installations to include US Air Force, US Department of Agriculture, National Air and Space Administration, Internal Revenue Service, National Institute of Standards and Technology, Department of Homeland Security, Department of Energy, Department of Interior, Environmental Protection Agency, US Patent & Trade Office, US Census Bureau, Department of Transportation, Indian Health Services, Food & Drug Administration, Bureau of Indian Affairs, National Institutes of Health, National Renewable Energy Laboratory, Department of Treasury, Zion National Park. The RECs BOA RFP is anticipated to be posted in June 2015. The RFP will remain open from June 2015 to June 2019. Each resultant BOA will be reviewed annually to determine if any updates are necessary. The estimated magnitude of this agreement over the course of its delivery period is estimated not to exceed $9.5M. The purpose of a BOA is to establish multiple agreements, based on initial non-price factor evaluations (which will be identified in Section M of the subsequent Request for Proposal). Any subsequent orders for this BOA will not be awarded until the agency ordering the BOA evaluates price. While not an IDIQ, BOA holders will be given a fair opportunity using the procedures set forth at FAR 16.505(b)(1). In an effort to ensure BOA holders are not receiving multiple small orders, DLA Energy will continue to corral requirements twice per year, ideally in November and June for delivery in December and July. Each agencies specific terms, supplemental to the BOA terms and conditions, will be established in the requesting agencies own Purchase Order. DLA Energy will continue to offer its Contract Administration for the pre-award function of awarding RECs for any agency that can use a DLA Purchase Order as the sole contracting vehicle for their agencies payment office. The process for Purchase Order execution amongst BOA Holders is expected to be a total of 10 business days. DLA Energy is the sole Contract Administrator of the basic BOA, to include the open continuous BOA RFP. The Federal Register was used to provide rationale for the Request for Proposals (RFP) NAICS determination. In accordance with Part V Small Business Administration 78 Fed. Reg. 191 (Oct 2, 2013), the predominant (NAICS) code and size standard is required for all contracts, as well as for all orders. Based on this, DLA Energy determined the most predominant NAICS Code to be 221115- ‘Wind Electric Power Generation'. NAICS 221115 shares the same Size Standard as all other supplies that will be identified in the Request for Proposal (RFP) Section B, "Supplies to be Furnished"; competition is not limited or changed by an alternate set-aside based on this determination.
