Description
The National Cancer Institute (NCI), Office of Cancer Genomics (OCG), plans to procure on a sole source a maintenance service contract with Illumina Inc., 9885 Towne Centre Drive, San Diego, CA 92121. The purpose of this acquisition is to provide preventative maintenance for government owned Illumina HiScan 2500 and two Illumina NextSeq. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The mission of the NCI's Office of Cancer Genomics (OCG) is to enhance the understanding of the molecular mechanisms of cancer, advance and accelerate genomics science and technology development, and efficiently translate the genomics data to improve cancer prevention, early detection, diagnosis and treatment. By using ultra-high throughput, next generation sequencing, the NCI is able to study gene expression, and identify mutations, and rearrangements to be used in a translational context to advance the diagnosis, prognosis, and therapy of cancer. The Illumina HiSeq and NextSeq Sequencing Systems are massively parallel next-generation sequencing by synthesis instruments, which have become a core technology for genome analysis and discovery in the laboratory as is related to the biology of cancer. High throughput sequencing is a highly competitive and rapidly evolving technology, where the ability to generate every-increasing amounts of sequencing data is key. These extended warranties will allow us to continue to generate sequence data relevant to the NCI's research on cancer. Illumina, Inc. is specifically the sole company that can service the Illumina HiSeq and Illumina NextSeq currently in the lab. Illumina is the sole source of the HiSeq and NextSeq and is the sole source for the service. Mechanical details related to the HiSeq and the NextSeq are proprietary and protected under patent rights and thereby is unavailable from other sources than the original manufacturer. Use of any other service agreements on these instruments would void support of the equipment by Illumina. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on June 9, 2015. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC52609-24 on all correspondence.
