UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2215R00071 NATIONAL SURVEY OF DRINKING, DRUG USE, AND DRIVING ATTITUDES Introduction The National Highway Traffic Safety Administration (NHTSA) periodically conducted a national telephone survey of the attitudes, awareness and self-reported behavior of drinking and driving among the driving age (16 years and older) public. The survey, named the National Survey of Drinking and Driving Attitudes and Behaviors, began in 1991 and was conducted eight times, with the last version in 2008. [1] NHTSA use the data to track national trends in the nature and scope of the drinking-driving problem and help determine the impact of countermeasures. The survey obtains information on the prevalence of drinking and driving among driving-age persons, the perception of impaired driving as a problem, and awareness, experience with and attitudes towards impaired driving laws. The survey did not address drug use. Changes both in the demographics of the driving-age population, and drug use and drug laws across the nation suggest that there are shifts in attitudes and behaviors in regards to drug use, and possibly alcohol, since the survey was last administered in 2008. In fact, the issue of drugged driving is increasingly relevant to traffic safety due to the growth of drug use (medical and recreational) across the nation. [2] Since 2008, several States have relaxed marijuana-use laws by decriminalizing or legalizing medical and/or recreational marijuana (e.g., Washington, Colorado). NHTSA is focused on understanding the prevalence of drug use among drivers and its impact on highway safety. While research on alcohol use is substantial, little is known about the prevalence of drugged driving and its impact on safety. To obtain information on drug use and driving and to update key information on alcohol use, NHTSA is preparing to administer an updated version of the survey, referred to as the National Survey of Drinking, Drug Use and Driving (NSDDD). The updated survey will have fewer items on alcohol compared to the previous versions (as much is known on alcohol use at this point) and new items on drugs. This is a synopsis in accordance with FAR 5.203(a) to issue a 15 day public notification prior to the issuance of a solicitation DTNH2215R00071. NHTSA intends to issue a solicitation for a Full and Open Competition to conduct a national survey to track the status and trends in the driving public's knowledge, attitudes, and self-reported behaviors in regards to drinking, drug use (including over-the-counter, prescription, and illegal), and driving. NTHSA intends to award a single contract on a Firm-Fixed Price basis. The applicable NAICS code and size standard for this application is: 541712 (Research and Development in the Physical, Engineering, and Life Sciences (Biotechnology) and 500 employees The anticipated period of performance is a 36 month period. The solicitation will be issued on or about July 3, 2015. Objective The objective is to conduct a national survey to track the status and trends in the driving public's knowledge, attitudes, and self-reported behaviors in regards to drinking, drug use (including over-the-counter, prescription, and illegal), and driving. The survey data will help monitor progress in impaired driving safety programs and reveal areas which require further attention. The data will add to the knowledge base that is relevant to NHTSA's responsibilities for providing a sound scientific basis for the development of countermeasure programs by NHTSA and its partners involved in improving highway safety. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
