- The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) has a requirement for an Engineering, Fabrication, and testing of one 6,000 Gallon Liquid Nitrogen Storage Tank to ASME Section VIII requirements. The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) is seeking vendors who are a capable of providing the required ASME Liquid Nitrogen Tank. The NIST Center for Neutron Research (NCNR) is a large laboratory facility consisting of a suite of instruments that measure the interaction of radiation with various materials to study their structure and properties. The NCNR maintains a wide variety of instruments that allows great flexibility in the type of samples and phenomena that can be studied and measured. This project has received funding from the National Nuclear Security Administration Global Threat Reduction Initiative (DOE) as a mitigation strategy to offset the expected 10% flux decrease in NBSR beams when the reactor is converted to Low-enriched uranium (LEU) fuel. A liquid deuterium cold neutron source will replace the existing liquid hydrogen source installed in 2002. The LD2 source will shift the neutron spectrum to lower energies, with an average gain of 1.5 for neutrons with wavelengths greater than 4 Å, and a gain of 2 at 9 Å. The contractor must be responsible, at a minimum, for code calculations and detailed shop drawings, including weld details, qualified and certified welders, testing, certification of materials, certified test reports, pneumatic pressure testing, etc., in accordance with NIST provided drawings and specifications. The storage tank, the design, and fabrication must meet the requirements of the ASME Boiler and Pressure Vessel Code, Section VIII. The NAICS code for this requirement is 339999 with a small business size standard of 500 employees. The required end product is non-commercial in nature and will be procured using Simplified Acquisition Procedures under the authority of FAR Part 13. A firm fixed price purchase order is anticipated. This requirement is being competed using full and open competition. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-15-RQ-0494. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to Lynda.Roark@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the System for Award Management (SAM) website at www.sam.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately seven (7) days after the date of publication of this notice.
