- Pre-Solicitation |Sources Sought | DRAFT: VA250-15-R-278 Be advised that this is only a request for information regarding what space is available in the specified area. It is not an official solicitation, and VA assumes no responsibility to award a lease based upon responses to notice. In addition, VA will not reimburse any costs associated with responses to this notice. The U.S. Department of Veterans Affairs Seeks Expressions of Interest for 13,482 Net Usable Square Feet of Clinical Space in Florence, KY to accommodate a government-staffed Community Based Outpatient Clinic (CBOC). Fully serviced lease is desired for term of ten (10) years with five (5) years firm, available for occupancy by March 1, 2016 or as soon after as possible. To be considered, properties must be located within the Delineated Area (specified below), zoned for the intended use and provide minimum of eighty-four (84) on-site parking spaces. Access to the space from parking must not involve traversing a road or other potentially hazardous thoroughfare. A public bus line shall be located within the vicinity of the Building, but not exceeding ½ Mile. A variety of inexpensive or moderately priced fast-food and/or eat-in restaurants shall be located within the vicinity of the Building, not exceeding ½ Mile of its entrance. The Building in which the Premises are located shall be designed, built and maintained in good condition and in accordance with the Lease requirements. If not new or recent construction, the Building shall have undergone by occupancy, modernization, or adaptive reuse for clinical space with modern conveniences. The Building shall be compatible with its surroundings. Overall, the Building shall project a professional and aesthetically pleasing appearance including an attractive front and entrance way. Spaces not on the ground floor must have minimum of two elevators, one which may serve as a freight elevator. Space, grounds and landscaping must shall be accessible to persons with disabilities in accordance with the Architectural Barriers Act Accessibilities Standards (ABSAAS) and comply with VA Life Safety, Seismic, and Radon standards. Space shall not be located in the 100 year flood plain. The Energy Independence and Security Act (EISA) of 2007, requires the building to have achieved the Energy Star label rating in the most recent year. Potential spaces must be capable of earning and presenting the Energy Star label as part of any potential forthcoming proposal. The Energy Star Label is awarded by the EPA information based upon qualifying applications that have been verified by a licensed Professional Engineer (PE) or Registered Architect (RA) to be eligible for approval. Additionally, the building must be certified, or capable of being certified by the ANSI recognized rating agency of Leadership in Energy and Environmental Design (LEED) as LEED-Commercial Interiors Silver or greater. Non-certified buildings will only be considered when no Energy Star Label or LEED-CI buildings are available in the delineated area or the space is located in a historic building (as registered on the National Register of Historic Places). Delineated Area (as defined by the following boundaries): North: Turfway Road, South: Weaver Road, East: US Route 25, West: Hopeful & Houston ***No other areas will be considered for the clinic*** Expressions of Interest are due on June 10th, 2015, no later than 4:00 PM EST and must include the following: (1) Location of the space, (2) Amount of space (Rentable & Net Usable), (3) Drawing showing general layout of space, (4) Rental rate that includes cost of services/utilities, (5) Exterior and Interior pictures of the property, and (6) Contact information of authorized representative.
