Description
Sources Sought Announcement - M00264-15-SSI-0103 REQUIRED CAPABILITIES: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to technical, analytical, and managerial support required by POR to accomplish its assigned mission. Services include both qualitative and quantitative analysis in support of the Deputy Commandant PP&O, Joint Staff, Office of the Secretary of Defense (OSD), the Department of the Navy (DoN), and Deputy Commandant Plans, Policy, and Operations (DC PP&O) senior leadership, which will include providing analytical and administrative support for the Branch's functional management of the Defense Readiness Reporting System-Marine Corps (DRRS-MC); analysis and presentation of United States Marine Corps (USMC) unit and installation readiness to support the National Military Strategy; development of readiness-related reports and testimony to Congress; providing analysis for the development of Marine Corps readiness policies; and readiness-related risk and gap analysis. The contractor shall accomplish technical, operational, and analytical support to the Readiness Branch (POR) to maintain and report the personnel, material, training, and capability readiness status of Marine Corps forces and installations worldwide. The Contractors will be required to operate in a fast paced environment and to prioritize multiple taskings. Taskings are normally general in nature, requiring the Contractor to define the objectives and boundaries of such tasks. The Contractor shall analyze complicated issues to determine task requirements, interpret policies, conduct fact-finding, prioritizes requirements, and proactively coordinate and negotiate with multiple stakeholders to facilitate the Deputy's Management Action Group (DMAG) and the Chairman's Readiness System (CRS) processes as well as other USMC readiness related concerns and issues. Mission essential tasks for the Branch include but are not limited to: Task 1. Provide service readiness reporting system policy, supervision, and interpretation Task 2. Support internal and external readiness assessment processes for DC PP&O and CMC Task 3. Serve as the Readiness integrator for the various readiness processes within HQMC and the operating forces Principal venues that the Branch uses to report its readiness are: congressional testimony and briefings, the DMAG, the CRS, and reports internal to the Marine Corps. Operational readiness requirements within DoD and the Marine Corps are expanding and reliance on industry to provide the skills needed to meet the unique technical, analytical, reporting, and managerial challenges associated with accomplishing the Branch's mission is required. SPECIAL REQUIREMENTS Contractor Personnel should be familiar with DRRS-MC, DRRS-S, and the Chairman's Readiness System. And must be proficient with the basic software packages: Marine Corps Enterprise Network, Microsoft Office 2010, SharePoint, Adobe, and general database applications. Beneficial skills include: knowledge concerning: DOD, Joint, and USMC readiness guidance, policies and strategies; USMC databases and systems (GCSS-MC, TFSMS, MERIT, SMART, and MCATS); and knowledge of other USMC organizational and operational concepts, structure, and equipment. A Task Management Plan (TMP) will be created for each on-site contractor. The TMP will include billet description, duties, and responsibilities. Must be able capable, fully trained, and experienced to immediately perform the full range of critical services.
