- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), Women Owned, or Service Disabled Veteran Owned Business contractors for the following proposed contract: The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract in accordance with Federal Acquisition Regulation part 14 for the placement of approximately 700,000 cubic yards of sand to repair the dune and berm system along the Atlantic Ocean Coastline between Great Egg Harbor Inlet and Peck Beach, Ocean County, New Jersey. Salient Information: a) The beachfill material for this contract must come from the one authorized borrow area located approximately 1.5-3 miles offshore of the project shoreline in the Atlantic Ocean. b) A hydraulic dredge could be used to re-nourish this beach area due to the short transit to the beach fill area. c) Beachfill material from any other source, including trucking from upland sources will not be allowed under this contract. The contract period of performance is 5 months and due to an environmental restriction, the contractor must be finished no later than 1 March 2016. The estimated order of magnitude is from $10,000,000.00 to $25,000,000.00. NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the size standard is $27.5 Million. [NOTE: Dredging: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.] Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Woman Owned, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than 5 pages. Responses should be sent to Sandi Fletcher at Sandra.G.Fletcher@usace.army.mil to reach this office on or before June 8, 2015 no later than 3:00 p.m.
