- Description
- The Centers for Disease Control and Prevention, Procurement and Grants Office, and The National Center for Health Statistics (NCHS) located in Hyattsville, MD intend to issue a Request for Proposal (RFP) for Technical Assistance for the Patient-Centered Outcomes Research (PCOR) Project to improve the mortality data infrastructure. The purpose of this procurement is fivefold: 1) conduct an analysis of the pre-PCOR funded states and produce a report documenting the critical factors for improving timelines and quality of the mortality data and the associated best practices; 2) provide telephonic and Internet-based services to assist the 2015 PCOR states to achieve the national timeliness goals; 3) provide on-site support to a maximum of 3 PCOR states struggling to meet their national timeliness goals; 4) produce a 508-compliant on-line reference manual of best practices for electronically collecting and processing timely and quality vital statistics data; and 5) develop a directory of the offices of the coroners and medical examiners in order to distribute targeted training and educational materials about improving quality of the causes of death on mortality records. TO QUALIFY FOR AWARD, THE CONTRACTOR MUST, AT A MINIMUM, HAVE THE FOLLOWING QUALIFICATIONS: EXPERIENCE WORKING WITH STATE AGENCIES AND THEIR ELECTRONIC SYSTEMS, SPECIFICALLY WEB-BASED SYSTEMS AND/OR WEB SERVICES; EXPERIENCE WORKING WITH VITAL STATISTICS AND THEIR DATA AT THE STATE AND NATIONAL LEVELS; KNOWLEDGE OF PUBLIC HEALTH LAWS AND STATUTES; EXPERIENCE WORKING WITH PUBLIC HEALTH AGENCIES; AND KNOWLEDGE OF INTERNATIONAL CLASSIFICATION OF DISEASES, VERSION 10 (ICD-10). Given that vital statistics is a state function and is controlled by state rather than Federal laws, the ability to access and work with state agencies, and a demonstrated history of doing so, is paramount. The period of performance will not exceed 21 months. Contract performance will be within the 50 United States and the District of Columbia, and will be performed at the Contractor's own facilities. The anticipated award date is sometime in August 2015, with work to commence on September 1, 2015. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded. The RFP documents will be available electronically on the Federal Business Opportunities Web Site at http://FEDBIZOPPS.GOV under RFP Number 2015-N-17174 on or about 06/22/2015, with a 30 day closing. Paper copies WILL NOT be available and telephone requests or fax requests will not be accepted. Once the solicitation is posted, it is incumbent upon the interested parties to review this site for any updates/amendments.
