Description
The add action herein is tied to the sole source negotiated acquisition with General Electric Aviation (GE) (CAGE 07482) awarded 24 Nov 14. The contract requires GE to provide a holistic, performance based support solution for an improved level of availability for identified engine platforms. GE is required to perform the following logistics management functions by applying their Original Equipment Manufacturer (OEM) based engineering and technical expertise to improve: depot maintenance turnaround times, supply support, material management, reliability, engineering support and sustainment elements, obsolescence management, packaging, storage, transportation and field engineering support of engines manufactured by GE: the F101, F110-100, F110-129 and F118, hereafter referred to as "F Series Engines." The F Series Engines Bill of Materials (BOM) components pose significant engineering, technical, diminishing manufacturing sources and raw material acquisition challenges. The BOM/GE sourced NIINs subject to the Phase 2 consumable add action is 285 NIINs, 255 of which were awarded as DLA sourced under the contract and 30 of which are new to the BOM. DLA has determined that real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by the OEM is essential to successfully provide support for F Series Engines' maintenance. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1. The contract is a Requirements, Fixed Price with Prospective Price Redetermination contract type. The term is a five-and-a-half year base period with a single, three-year option period. The total duration (base plus option period) shall not exceed eight-and-a-half years. As indicated above, the performance based requirement for holistic F Series Engine support has been approved as a sole source acquisition to GE. A letter solicitation will be utilized for this contract add action with a GE proposal due on/about 15 Jul 15.
