Description
Distance Learning Programs Synopsis of Intent The Program Manager for Training Systems (PM TRASYS) intends to award a six (6) month Period of Performance (PoP) Sole Source award contract for software licensing and support for the United States Marine Corps Distance Learning Programs Sharable Content Object Reference Model (SCORM) engine software requirements. The estimated value is $85,511. The Marine Corps College of Distance Education and Training (CDET) has a requirement for supporting the delivery, tracking and reporting of online courseware. This requirement will allow the Marine Corps to increase its capability set to support those students who do not always have access to an Internet connection but have the need to access courseware and need to upload and synchronize the results of their offline training activities. The Rustici SCORM Engine and the MarineNet LMS are tightly coupled. Course progress and completion information for Marines is tracked within the SCORM engine and reported to the LMS. This link is a critical capability in the Program's ability to deliver Mission Essential Training to the Warfighter. Lapse in support would erode the program's ability to remediate vulnerabilities or repair bugs, ultimately resulting in a loss of Authority to Operate/Connect and system shutdown. Because of the complexity, the link replacement of the Rustici SCORM engine would result in unacceptable technical risk necessitating significant expense in development and testing.
