- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME. This notice is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a solicitation. Environmental Sentinel Biomonitor. The purpose of the sources sought is to identify procurement ready field portable technology which can be used to rapidly detect the presence/absence of toxic chemicals in water intended for human consumption, personal hygiene, and recreational activities. More Soldiers become ill or injured from disease and non-battle injuries than from combat, and providing good quality water supplies to the Soldier is a key element in preventing such injuries. Sources of technology are sought that can be used in the field by Army preventive medicine personnel to screen/detect a wide range of toxic industrial chemicals (TICs) in water. Sources sought technologies should be able to meet the following minimum requirements outlined below. (1) Toxicity Response: Technology should be able to respond to toxicity associated with at least 50% of identified threat chemicals. The threshold of detection should exceed the negligible Military Exposure Guideline (MEG) level (14 day exposure, 15 L/day consumption) but be less than the Army human lethal concentration (AHLC) value. A total of 18 TICs (table 1-see ATTACHMENT) were selected as representatives of different toxic modes of action which will improve screening capabilities (i.e., presence/absence) for the 60,000 to 100,000 or more chemicals that may be present in water sources. This allows for toxicities associated with a wide range of chemicals to be detected, including unsuspected or unknown chemicals and chemical mixtures. (2) Shelf Life of Test Supplies: Minimum shelf-life of test supplies is 9 months at 45 C. Shelf life may be maintained under refrigeration but freezing is not a viable option for consumable storage. (3) Test Completion Time: The test will be completed in less than 120 minutes including sample preparation and analysis. (4) False Positive Rate: Technology will have a false positive rate of less than 0.1%. (5) False Negative Rate: Technology will have a false negative rate within the reported detection level of 10%. (6) System Weight: When packaged for transport, technology and supplies for 72 hours of operation (3 tests), and associated accessories in appropriate protective case will weigh less than 37 pounds. (7) System Cube: When packaged for transport, technology with supplies for 72 hours of operation (3 tests), and associated accessories in appropriate protective case will be less than 2.5 cubic feet in volume. (8) Electrical/ Battery Power: Technology will function on 50/60 Hz and 110/220 VAC or 8-30 VDC, and have an internal rechargeable battery capable of operating through an 8-hour test period. (9) Water Type Functionality: Technology will be usable with finished, reverse-osmosis treated water. (10) Malfunction indicator: Technology will include positive and negative controls to indicate proper operation. (11) Cost: Technology should include cost estimates for equipment and expendable supplies for performing individual water tests. (12) Field Ready: Technology should be ruggedized for transport and use in a field operational environment by Army personnel. For candidate technologies with the potential to meet these requirements, a short fact sheet (three pages or less) is requested that summarizes specifications and demonstrates an ability to meet the specified criteria above. Clearly identify any information considered proprietary. (1) Overview: Summary of technology and basis of operation. Provide a picture or drawings of both water sampling and testing materials and equipment. (2) Method: Method description, number of steps, sample throughput rate, supplies and equipment needed, shelf life of consumables and storage conditions, and training/operational expertise required to conduct testing. Discuss suitability for use in a field situation where standard laboratory equipment and controlled environmental conditions are not available. (3) Performance: Demonstrate sensitivity to detect toxic chemicals in an unknown water sample within the 120 minute time frame. Specifically address the ability of the method to detect the 18 TICs in table 1 (see ATTACHMENT) as well as the other metrics outlined above. All proprietary information should be marked as such. Responses will be held confidential. Note that this is not a Request for Proposal (RFP). No RFP is available and MRMC does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted.
