Description
Response to question regarding culvert depth: The road maintenance specifications do not address culvert depths. There are many culverts on our roads and they are all different from an installation perspective, but the average depth for an 18 or 24" culvert is about 3 feet. Some of these will be laid almost flat, and some will have more fall or slope, so these might be 1-2 feet deep at the inlet and 3-4 feet deep at outlet. The specs require a minimum of one foot cover on a culvert. In some locations it will be difficult to obtain even that; in these cases we might specify a thicker gauge metal, especially for a larger diameter. Replacement/Installation of an extremely deep or large culvert would be outside the scope of the road maintenance contract, and we would accomplish this work through a special project. A site visit will be held on May 19, 2015 at 10:00 a.m. at the Bankhead Ranger District Office, 1070 Highway 33, Double Springs, Alabama to view a typical road project. If unable to attend, individuals may participate via teleconference at 888-844-9904, Passcode: 8430195. Offerors are free to visit the various ranger districts to see Forest Service road conditions at their own convenience during daylight hours. The National Forests in Alabama has a requirement for road maintenance. The contractor shall provide all equipment, labor, materials, tools and other incidentals and execute all work necessary to perform the required road maintenance on the designated National Forest roads in accordance with these specifications and exhibits. The work consists of routine maintenance activities normally associated with gravel and native-surfaced single and double-lane roads including but not limited to blading and ditching roads, placing rip rap, aggregate surfacing, and culvert replacements. Location of the work will be on the following National Forests in Alabama Ranger Districts: Bankhead Ranger District located in Winston and Lawrence counties; Oakmulgee Ranger District located in Tuscaloosa, Hale, Bibb, Perry, Dallas and Chilton counties; Talladega and Shoal Creek Zone Ranger Districts located in Clay, Talladega, Cleburne, Calhoun and Cherokee counties; Conecuh Ranger District located in Covington and Escambia counties; and Tuskegee Ranger District located in Macon County, Alabama. The resultant contract(s) from subject solicitation will be Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with one base period and four option years that may be exercised at the discretion of the Government. The Government may make multiple awards for geographic coverage. The minimum guaranteed amount will be $5,000 for each district and the maximum amount will be not to exceed $995,000 dollars over the life for each contract. The size standard is $36.5 million under NAICS code 237310 This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). This requirement is 100% set-aside for small business concerns. The solicitation along with any applicable drawings and specifications is expected to be posted around May 4, 2015 on this website. Information regarding the pre-proposal conference will be provided when the solicitation is posted on this website. A conference call line will also be available.
