- TITLE: Sources Sought Notice FDA SS-1148868 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 employees. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND: The Food and Drug Administration's Office of Acquisitions and Grants Services have a requirement to replace One Bench Top Mass Spectrometry System or Equal to. This machine will be evident in the unique soectral data in the identification of the chromatographic peaks. As a result, it will aid in the analysis of unexpected peaks. • The system shall include a small, fully automated mass spectrometer (single Quadrupole). Capable to atmospheric pressure ionization (API) and electrospray (ES). MS equipped with a computer, 17" monitor, and software for instrument control (UPLC HClass and MS), nitrogen generator, data acquisition and analysis, and generation of data reports. • The system shall be delivered with all necessary supplies and accessories required for installation and start-up including standards for tuning the instrument, standards for setting up the detector, standards for verifying instrument performance, gas regulators, gas purification, gas tubing and fittings. • Installation and one day of on-site operational training for 12 Analysts shall be included. • Instrument IQ, OQ shall be included. • The instrument must be a newly manufactured unit, not used and refurbished or previously used for demonstration. • A one year warranty is required with the purchase and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, computer, monitor, printer, autosampler, and water chiller/heat exchanger, unlimited on-site service visits with a maximum 72-hour on-site response time, factory-certified replacement parts, engineer labor and travel costs, software updates and notifications. • The system mainframe must be a compact, bench-top design to fit the space constraints of the laboratories. External rotary pump(s) that fit under or behind the laboratory bench are acceptable. The detector must fit on top of an existing modular Class H HPLC (30 inches deep x 16 inches wide) and the external pump must fit under a bench space of 3 FT x 3 FT. System Hardware • Capable of Atmospheric pressure ionization (API) and electrospray (ES). • Positive and Negative mode • Automated control of gas flows and heating elements • Automated Calibration and resolution verification • Dimension no larger than 37 x 21 x 80 cm (Width, Height and Depth) System Software Specification • Compatible with a UPLC H-Class • Full instrument control (Automated mass calibration, mass resolution control and mass calibration, and resolution verification) Performance Specifications • Full scan MS and Selected Ion Recording (SIR) • Mass range between 30 to 1250 m/z • Mass accuracy better than ±0.2 Da • Mass drift less than 0.1 Da over a 24 hour period • Ion polarity switching time of 25ms between positive and negative ion mod Delivery Location: Food & Drug Administration, 466 Fernandez Juncos Avenue San Juan, PR 00901 Please provide the follow Business information: 1.
