Description
Airfield Runway and Taxiway Repairs at Naval Station Mayport, FL; This project proposes to repair airfield pavements, including, milling of old asphalt pavement, crack seal, and paving all asphaltic surfaces of Runway 5-23, parallel taxiway G, and all associated connector taxiways except Taxiways C and D. Project also includes a complete joint seal replacement, isolated crack repair, and isolated slab replacement on all existing runway 5-23, parallel taxiway G, and the southern two (2) Helipad PCC pavements. All existing runway and taxiway markings will be replaced, including helipads. Project also demolishes the northern two (2) helipad PCC pavements, which will be replaced with sod. Taxiway G will be modernized by widening the northernmost turning radius. Miscellaneous improvements include mill and overlay asphalt pavement between the HSL 60 ramp (aka HSL 36 apron); minor grading/re-sodding beyond the end of the runway 23 pavement, adjacent to the overrun, to repair the drainage issues; minor grading/resodding at pavement edge of runway 23 and taxiway G; Re-grade/re-sod southeast edge of pavement drop-off at the northeast end of taxiway G (area between taxiway and parking lot) and modify/raise drainage inlets accordingly; Remove existing deteriorated asphalt pavement adjacent to runway and taxiway pavement (9 locations, total). Backfill and resod; and clean and re-stripe the HSL ramp (AKA Lamps apron). The contractor shall perform all services necessary for the repairs of the Airfield Runway and Taxiways at Naval Station Mayport, Florida in accordance with the Request for Proposal (RFP). ********************************************************* Procurement Method: Contracting by Negotiation - Best Value Lowest Price Technically Acceptable (LPTA) ********************************************************* The NAICS Code for this procurement is 237310 and the annual size standard is $36.5 Million. ******************************************************** Estimated cost: $10,000,000 to $15,000,000 ********************************************************* This is a new procurement. It does not replace an existing contract. ********************************************************* The proposed contract will be solicited as a 100% small business set-aside. The Government will only accept offers from small business concerns. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation should be available at this site on or about 15 June 2015. Contract Award is anticipated September 2015 ******************************************************** The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, experience information, and a price proposal for evaluation by the Government. ******************************************************** Offerors shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work.
