Description
REQUEST FOR SOURCES SOUGHT SOFATL-KP2015-PMCP DESCRIPTION: USSOCOM is requesting the identification of sources as it determines the appropriate limitation of full and open competition for a possible future requirement. USSOCOM is contemplating award of a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Counterproliferation support. At this time, USSOCOM is anticipating competition to be limited to include only Service Disabled Veteran Owned Small Business (SDVOSB) and is interested in determining interested sources. The purpose of this Sources Sought is to evaluate the current industry landscape and determine if there are enough interested SDVOSBs, capable of performing these very specific services, to warrant an SDVOSB set-aside. This Sources Sought, however, is not limited to only SDVOSBs. All Small Businesses are encouraged to submit a package. If it is determined that there are not enough capable SDVOSBs to compete the effort as a set-aside, or that given the industry response it is not in USSOCOMs best interest to do so, the results of the Sources Sought will still be used to determine the most appropriate path forward. As a requirement for this award, the SDVOSB must be capable of conducting at least 50 percent of the workload (or be able to combine with other SDVOSBs to reach 50 percent of the workload) for all five years per FAR 52.219-27(d)(1). Current staffing levels are approximately 30 personnel annually split between Aberdeen, NC (16) and Virginia Beach, VA (14). Contract award is anticipated no later than December 2015. The IDIQ contract shall provide critical services for development, product improvement, training, testing, acquisition support, logistics support, and other related technical and engineering support services to Special Operations Forces (SOF) focused on counter Radio Controlled Explosive Improvised Device (RCIED), Explosive Ordnance Demolition (EOD), Electronic Countermeasures (ECM), and Counterproliferation (CP). All interested parties shall submit a White Paper not to exceed 7 pages. Specific directions as to the format and substance of this White Paper are attached. In addition, a draft Statement of Objectives (SOO) which is needed to respond is attached. Both of these attachments have been uploaded with explicit access only, and therefore each interested party will need to request access via FBO. FBO granted access is the preferred method however if an interested party cannot receive access via FBO it can be reviewed and granted by the contracting officer directly. In this case, the Contracting Officer should be contacted directly with documentation the offeror is registered in Central Contractor Registration (CCR) and the profile reflects that the offeror is registered with the North American Industry Classification System (NAICS) of 541990 for All Other Professional, Scientific, and Technical Services and/or 541330 Engineering Services. Interested parties must not be on the Excluded Parties List (EPLS) https://www.epls.gov/. All white papers shall be submitted electronically to both the Contracting Officer and Contract Specialist (POC information below in this posting) by the designated deadline. This deadline may be extended as determined appropriate by the Contracting Officer.
