- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Contracting Division (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract under statutory authority 10USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(i), soliciting from a single source to satisfy agency requirements. The proposed acquisition is for items with NAICS code 333415, which has a Small Business Size Standard of 750 employees. The Government intends to award a sole source contract for AL03 spare parts to the Original Manufacturer (OEM), Cryomech, Inc., 113 Falso Dr., Syracuse, NY 13211-2106. Cage Code: 55537. Product Service Code is 6680. This proposed acquisition for spare parts for Equipment AL03, will include the following: Item 01, 15 each, Part Number: 16-10, Valve Plate. Item 02, 10 each, Part Number: 45-21, Rotary Valve. Item 03, 10 each, Part Number: 102-19, Stem Seal Retainer, Sub-Assembly, Lackland. Item 04, 200 each, Part Number: 31-10, ᴓ.375 Stem Seal Assembly (400-600G pull test). Item 05, 30 each, Part Number: 20-11, Displacer Assembly. Item 06, 10 each, Part Number: 25-09, Displacer, Top Stem. Item 07, 8 each, Part Number: AL03-3004, Base Tube Assembly. Required delivery is 16 weeks after receipt of order. The Government intends to make an award by July 2015. Cryomech, Inc. the Original Equipment Manufacturer (OEM) is the only known source that meets the Government's requirement as it has proprietary rights for the Manufacture of the required items. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement (Note: brand name or equal is not applicable for this requirement) it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
