- Description
- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with IHS Global to provide the annual renewal subscription online access services. The subscription renewal will provide access to the Comprehensive U.S. Economic Service for the Multimodal Transportation Analysis System. IHS subscription will provide access, search and retrieval of its electronic databases and publications install over its server at its facilities and they should be made available through the search interface. Additionally, IHS will update their database and publications weekly, monthly, quarterly, or annually through their website; the subscription will generate, feed, navigate, retrieve, and analyze tools offered in conjunction with this unparalleled information set which IHS has sole proprietary rights. IHS subscription services provides important and comprehensive economic, financial, and political coverage. Because IHS meets the specified macroeconomic developed for FHWA as well as the forecasting services they provide; this is an essential criteria that meets the requirement for subscription services as well as being the sole owners for their online subscription services they are considered the only source for the services. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
