Description
INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" The attached Sources Sought (SS) Notice/Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Defense Microelectronics Activity (DMEA). 1.0 SCOPE: 1.1 TITLE: High Resolution Thermal Cameral 1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA), Integrated Circuit Inspection and Analysis 1.3 BACKGROUND: DMEA Integrated Circuit Inspection and Analysis (ICI&A) group seeks to improve their Failure Analysis (FA) techniques to detect short, hot spots, and unexpected high temperature on microelectronics package, wafers, dies, and circuit board. 1.4 PURPOSE: The purpose of this document is purchase a high resolution thermal camera 2 APPLICABLE DOCUMENTS 3 REQUIREMENTS For this Notice, DMEA is looking for sources that have a tool that meets all of the specific requirements listed below. 3.1The Thermal Camera shall meet the following requirements: 3.1.1 Hardware: a) Photon Detector shall operate in the Medium Wavelength Infrared (IR) band. b) Detector resolution of at least 1280X720 (pixels). c) Spectral response of 3 to 5 micron. d) 14 micron X 14 micron pixel pitch. e) Temperature measurement range from -20̊C to 350̊C. f) Integration time from 480ns to full frame time. g) Supports frame rates of 1280X720 @ 60 frames/sec. h) The camera optics shall include 50mm lens, 2.5 in of extender rings, and 4µm microscope lens calibrated from -20⁰C to 350⁰C. i)Ability to create flexible window size with frame rates up to 3.2kHz. 3.1.2 Software: a) The contactor shall be provided software licenses and installation material for the operation of the equipment described in paragraph 3.1.1. Software upgrades or updates shall be included for the duration of the tool. b) The contractor shall provide at least two (2) offline license. c) The equipment described in paragraph 3.1.1 shall be compatible with third party software MATLAB. d) The software shall allow the collection of images as well as recording. The images shall be compatible to.img, and jpeg format. The recording of movie shall be compatible to.avi. e) The software shall provide with the following analysis: The software shall provide time vs. temperature plots. Provide multiple spot meters, circles, dots, polygons, and line profile. Display real time of maximum, minimum, and average temperatures. 3.1.3 Warranty: 3.1.3.1 The contractor shall provide hardware and software warranties covering manufacture defects for at least one (1) year. 3.1.3.2 The contractor shall respond to DMEA regarding hardware or software issue within forty-eight (48) hours of being contacted by DMEA, thought either phone or email. 3.1.3.3 The contractor shall inform DMEA at least ninety (90) days prior to the End-of-Life (EOL) of the tool. 3.1.4 Training: 3.1.4.1The contractor shall provide on-site training for at least six (6) hours, and web-based or downloadable training document for item describe in paragraph 3.1.1 3.1.2 The contractor shall respond to DMEA regarding software or hardware question in regards the operation of the tool within forty-eight (48) hours 3.1.5 Documentation: 3.1.5.1 The contactor shall provide off-the-shelf user manuals, training manuals in the form of one (1) hard copy or one digital copy for the item described in paragraph 3.1.1 and 3.1.2. 3.1.6 Delivery and Setup: 3.1.6.1 The contactor shall deliver and verify correct operation and calibration of the equipment described in paragraph 3.1.1 in accordance with security provision stated in paragraph 3.1.7. 3.1.7 Security: 3.1.7.1The contractor must provide DMEA at least two (2) business days advance notification prior to conducting any on-site inspection, installation, training, repair or maintenance. 3.1.7.2 All installation and maintenance work shall be performed by US citizens. 3.1.7.3 Prior to being allowed entry to DMEA campus, contractor personnel shall provide proof of citizenship in accordance with the DMEA visitor approval process in effect at the time the visit is requested. 3.1.7.4 During periods of exceptionally heightened security, additional advance notice and background investigations of contractor personnel may be required prior to gaining entry into DMEA. 3.1.7.5 The on-site contractor personnel will be issued a badge each day while on site and shall return their badge to DMEA security personnel at the end of each work day.
