- Requirements Details SOURCES SOUGHT / REQUEST FOR INFORMATION Solicitation No. D15PS00475 LEGAL SERVICES IN SUPPORT OF THE FIRST RESPONDER NETWORK AUTHORITY (FirstNet), RESTON, VIRGINIA Please review the attached. If your firm can provide the services described in the attachment and you are interested in receiving a solicitation, please respond to this Sources Sought announcement by EMAIL. AQD has been engaged by FirstNet to conduct this procurement. Background information about FirstNet is in the attachment. The United States Department of the Interior, Acquisition Services Directorate in Herndon, Virginia (AQD), is conducting market research to identify potential sources that can fulfill the requirement for legal services described in the attachment. This Sources Sought/Request for Information (RFI) is being used to gather information and for planning purposes only pursuant to FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This is not and shall not be construed as a Request for Proposal (RFP) or, a Request for Quote (RFQ) or other type of solicitation for either quotes, proposals, or proposal abstracts and does not commit FirstNet or the Department of Interior to solicit or award a contract in the future or otherwise pay for the information received. It is issued solely to assist AQD in identifying and evaluating the capability of potential vendors to meet FirstNet's specialized needs. Respondents shall be responsible for all costs associated with the information submitted in response to this notice. AQD does not intend to award a contract or issue an order on behalf of FirstNet solely on the basis of this notice. AQD has not yet determined the acquisition approach that will be used. This market research will allow DOI to make an informed decision about how to proceed. Your response may suggest contract vehicles for fulfillment. One or more contracts or orders may result from any solicitation issued. Respondents will automatically receive the solicitation or other notices that may be issued concerning this requirement. WHO MAY RESPOND All large and small business concerns capable of providing legal research, analyses, and advice on a nationwide basis regarding Federal, constitutional, administrative, telecommunications, state, local, and tribal law are encouraged to respond to this notice. This includes Small Business (SB), Veteran-Owned (VOSB), Service-Disabled Veteran Owned (SDVOB), HUBZone, Woman-Owned (WOSB), Economically Disadvantaged WomenOwned (EDWOSB), Small Disadvantaged Business (SDB), and Section 8(a) small business concerns. In responding, provide the following (which is needed in addition to narratives covering the topics in the attachment): 1. Company Information a. Company name and address, phone number, website URL and DUNS number b. Geographic presence of your company c. Size of company (number of personnel, parent corporation, etc.) d. If a small business, please provide the socio-economic categories in which your company belongs (SBA 8(A) Small Business Development Program participant, HUBZone, Service-Disabled Veteran-Owned, Woman-Owned, etc.) e. Resumes of practitioners with expertise in the areas of law in noted in the attachment. f. Affiliated firms with which the respondent may propose to partner if awarded a contract or order. g. Length of time in business. h. Point(s) of contact including name, phone number, address, and email; i. Summary of current or previous U.S. Federal Government contracts (including the number and NAICS code of any current GSA Federal Supply Schedule contract the firm holds). 2. Address how your firm ensures the continual availability an adequately experienced and trained staff, your firm's process for verifying qualifications (educational, certifications, and professional requirements) and how often this information is obtained or updated. 3. Identify conditions or issues requested in the RFI that cannot be met or major challenges to implement. 4. Provide any other pertinent information that will assist us in this assessment. The capabilities package shall be submitted electronically as an attachment to an email message addressed to leonard_nadybal@ibc.doi.gov before 5PM Eastern Time, Monday, June 15, 2015. Adobe.pdf files are preferred. There is a maximum 5MB size limit applicable to attachments on the DOI email system. While there no maximum limit on the number of pages in the response is imposed, packages that are not lean and substantive or are overly elaborate are not desired. All questions regarding this notice shall likewise be submitted by email to the email address above. No basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
