- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The Space and Missile Defense Advisory and Assistance Services (SMDA2S) acquisition, Solicitation Number W91260-13-R-0003, was conducted in support of the US Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) and supported agencies for their various missions such as: Space; Missile Defense; Global Strike; Information Operations (IO); Cyber Operations (CO); Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Transformational Communications Architecture (TCA); Friendly Force Tracking; Integrated Joint Special Technical Operations (IJSTO); Commercial Imagery; and related missions. The scope of the SMDA2S effort provides Advisory and Assistance Services (A&AS) in the following major functional areas: Infrastructure and Organizational Support; Intelligence; System Engineering and Integration; Integrated Logistics; Emerging Technologies; Operations; Exercise Planning and Execution; Training; Communications; Staff Support; and Test & Evaluation. The SMDA2S source selection was conducted as a Total Small Business Set-Aside in accordance with FAR 15.3, as supplemented by DFARS 215.3 and AFARS 5315.3. A Best Value Continuum - Tradeoff Process was utilized and in accordance with the SMDA2S Solicitation, four factors were evaluated: Factor 1 Management, Factor 2 Mission Capability, Factor 3 Past Performance and Factor 4 Cost. The relative importance of each factor was as follows: Mission Capability was more important than Management, and the two combined were more important than Past Performance. The non-Cost Factors, combined, are significantly more important than the Cost Factor. However, cost is still a major consideration in the source selection decision. The award was executed on 21 May 2015 to Alpha-Omega Change Engineering (AOCE), Boecore Inc. (Boecore), PeopleTec Inc. (PeopleTec), and Summit Technical Solutions LLC (STS), for a total program ceiling of $496M. The principle place of performance shall be established and supported in Colorado Springs, CO. Additional work locations, including Outside the Contiguous United States (OCONUS) shall be set forth in individual task orders. The period of performance includes a five year ordering period from 1 June 2015 - 31 May 2020. SMDA2S is a multiple award, indefinite delivery/indefinite quantity (MAIDIQ), task-order (TO) type contract. If desired, the individual task orders will allow for option periods. The contract numbers are: W91260-15-D-0001 (AOCE), W91260-15-D-0002 (Boecore), W91260-15-D-0003, (PeopleTec) and W91260-15-D-0004 (STS).
