- 1. This is a notice of intent to sole source a requirement to recover rollers to KBA Notasys. 2. The Department of the Treasury, Bureau of Engraving and Printing (BEP), located at 9000 Blue Mound Road, Fort Worth, Texas 76131, has a requirement to procure services for renewing five ductor ink rollers. The ductor rollers are used on the Intaglio 10 Presses in the printing process. The coating used on these rollers is a ceramic style that has been used since the machine was delivered and commissioned in 1993. Since all of the United States currency is printed on the I-10 presses, all of the inks, plates, and paper specifications have been based off of the specific coating and characteristics of the compounds for this and multiple other rollers. The finish of the roller contributes directly to ink mileage and, most importantly, any change to this roller would negatively affect the reliability of United States currency. All finished product is required to pass a laundry and durability test prior to release to the Federal Reserve Board and changing of roller compounds in the past have negatively affected the performance of the currency. Thus, these rollers require the OEM vendor compound which is prepared by KBA NOTASYS. 3. These rollers must be renewed by stripping away the defective covering, inspecting the roller core, and re-covering with the original OEM compound. A substitute compound is not acceptable, because use of a substitute compound would require substantial reengineering/recalibration of the BEP's presses, as any other compound would have different properties which would affect ink transfer and mileage. 4.
