- N00164-15-S-NB54 - MARKET RESEARCH FOR 3rd Party Repair- FSG 6625- NAICS-334515 Issue Date 28 May 2015 - Closing Date: 26 June 2015 MARKET SURVEY-SOURCES SOUGHT- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Government is issuing this RFI/Sources Sought announcement as part of market research for Electronic Test Instruments. The NAVY is seeking repair sources of obsolete commercial off-the-shelf Electronic test Instrument. 1. Background of Request a. The Electrical Support Equipment Engineering Branch, Platform and Launch Systems Division, NSWC Crane fields a project team supporting test equipment on behalf of Strategic Systems Program (SSP). The project team supports deployed test systems that utilize multiple types of commercial off the shelf (COTS) equipment. The configuration of this equipment has been "locked down". Due to cost concerns, the project team has been tasked by the project sponsor to minimize any configuration changes to the test systems. This tasking has two significant challenges. Some of the COTS items within the test stations have already been obsolete for several years and are now or will shortly be on a case-by-case repair effort. Additionally, the deployed test stations are expected to be heavily utilized through 2024. b. While all the instruments within the test stations are currently supported by the OEM's, it is expected the project team will eventually need to move some of these instruments to third party repair. The intent of this survey is to ascertain the capabilities and potential options available to the project team should the team determine it is appropriate to move repair functions to third party repair. 2. Please provide the following information pertaining to your Company: a. Addresses for corporate and any satellite facilities. b. Website address c. Approximate 2014 annual sales d. Approximate number of employees 3. Please provide a point of contact for any follow-up questions. 4. Does your company have any US Government Contracts? a. If so, please provide contract number and issuing agency. 5. Does your company provide Product or Service Warranties? If so, please describe. 6. Does your company have any Quality related accreditations? If so, please list them and the external accrediting agency for each accreditation. 7. Does your company provide calibration services? If so, can you please provide a sample calibration certification? 8. Please describe your company operator / technician training and certification program. 9. Does your company take steps to mitigate potential Electrical Over-Stress (EOS) / ElectroStatic Discharge (ESD) damage? If so, please describe these activities. 10. Does your company take steps to mitigate the risk of utilizing counterfeit components? If so, please describe these activities. 11. What is your company's average turn-around-time for equipment / instrument repair? 12. If your company provides calibration services, what is your company's average turn-around-time for equipment / instrument calibration? 13. Does your company perform any bill of material / approved vendor list management activities? If so, can you please describe? 14. Does your company have any repair experience with the following categories of equipment? a. AC power supplies below 250 VAC b. DC power supplies below 250 VDC c. Timer - Counters d. Waveform generators e. VXI based instruments f. Oscilloscopes 15. Is your company certified by an OEM or qualified on any equipment repair with OEM repair standards for any of the equipment types listed above? If so, please list the OEM and equipment category.
