Description
AHR153931 - Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418-0007 The Healthcare Research and Quality Act of 1999 reauthorized Department of Health and Human Services (DHHS), Agency for Healthcare Research and Quality (AHRQ) and affirmed the Agency's existing goals: support improvement in health outcomes; strengthen quality measurement and improvement and finally identify strategies to improve access, foster appropriate use, and reduce unnecessary expenditures. AHRQ's mission is to improve the health care for all Americans. Since 2005, health literacy has been a cross-cutting priority, affirmed by the Agency's senior leadership as being fundamental to accomplishing goals across all AHRQ's portfolios of work. As part of maintaining its position of national leadership in health literacy, AHRQ joined the National Academy of Sciences' Institute of Medicine (NAS/IOM) Roundtable on Health Literacy (the Roundtable) in 2009. The NAS/IOM has operated the Roundtable since 2006. The mission of the Roundtable is to move forward the field of health literacy by translating research findings to practical strategies that can be implemented. The Roundtable has been an important venue for achieving high visibility for AHRQ products and learning about the needs of the user community. In 2014 the Roundtable on Health Literacy held a workshop, "Implications of Health Literacy for Discharge Instructions." The purpose of this procurement is to build upon this work by publishing a Commissioned Paper that identifies models for understandable and actionable after-visit summaries fostering discussion of how to promote such after-visit summaries. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
