Description
NASA/GSFC has a requirement for spacecraft sustaining engineering suppport services for the Aqua and Aura spacecraft. NASA/GSFC intends to issue a new Cost Plus Fixed Fee (CPFF) contract to Northrop Grumman DBA Aerospace Systems (NGAS) in Redondo Beach, CA for spacecraft sustaining engineering support for the NGAS developed Earth Observing System (EOS) Aqua and Aura spacecraft. The Aqua and Aura spacecraft missions are expected to remain operational until 2020 and possibly beyond 2020. This support includes a two year base period with three one year option periods. This contract will require NGAS to provide engineering expertise and maintain test equipment necessary to resolve in-flight spacecraft anomalies. NGAS will provide anomaly resolution and fault isolation support for the EOS Aqua and Aura missions as required. All spacecraft are currently in-flight and utilize NGAS developed spacecraft subsystems. This contract shall provide a vehicle for engineering support and in-flight anomalies as they occur. NGAS is uniquely qualified to perform the required work. The spacecraft subsystems are complex, state-of-the-art, mission-unique hardware manufactured by NGAS. NGAS was responsible for designing, developing, and providing the subsystem flight hardware, software, test procedures, Interface Control Documents, operators guides, and other documentation for the EOS Aqua and Aura spacecraft. As part of subsystem development efforts, NGAS has participated in anomaly investigation efforts for NASAs Aqua and Aura missions. NGAS has invaluable experience in maintaining ground based engineering models, executing tests, and event driven diagnostic activities. As such, NGAS can provide anomaly resolution support with teams comprised of the original developers of the subsystems aboard the EOS Aqua and Aura spacecraft who are already versed in in-flight anomaly resolution activities. NGAS also possesses lab facilities housing diagnostic test hardware and software, and copies of the actual instrument hardware and software that is on-board the spacecraft. NGAS is therefore in a unique position to utilize these ground components for modeling, test runs, simulations, conducting special hardware and software studies, and providing anomaly diagnosis and resolution services. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on June 15,2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
