- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and, Office of Research and Development (ORD), Urban Watershed Management Branch (UWMB) of Edison, New Jersey through its Regional Applied Research Effort (RARE) program for Region 2. This project will study GI as a way to reduce stormwater runoff and improve water quality in urban areas of Puerto Rico. At its core, GI seeks to capture and treat stormwater at its source (a principle of LID ¿ low impact development) through the use of green practices (e.g., bioretention and rain gardens, grassed swales and filter strips) as opposed to traditional grey infrastructure as exemplified by the use of curb and gutters delivering runoff to stormwater conveyance for rapid discharge to receiving waters. Puerto Rico has numerous water quality problems as there are many communities throughout the island that have inadequate storm sewer systems which causes flooding as well as surcharging of sanitary sewers, leading to sanitary sewer overflows (SSO). This research and demonstration is also needed as the climate of Puerto Rico may bring unforeseen challenges to GI design as there are large precipitation events and warm waters year round. The overall objective of this project is to design, construct, monitor and evaluate, including maintenance practices, a GI practice in an urban part of Puerto Rico, so that this technology can be successfully adopted elsewhere on the island. Specific tasks include: Task 1: Planning Documents The contractor shall create a QAPP and final construction plan. The EPA will provide the contractor with a sample QAPP; relevant portions of the QAPP are to be adopted for this project. Task 2: Test Pit Test pit (or pits, depending on site heterogeneity and anticipated) shall be dug for particle distribution analysis i.e., soil separates and soil texture (Soil Survey Division Staff, 1993), and percolation testing. The contactor shall collect in-situ cylindrical cores during placement to use in determining the target density along with saturated hydraulic conductivity and porosity. Task 3: Design and Construction of Green Infrastructure Practices The contractor shall build (or retrofit) a green infrastructure practice at a proposed and approved location. Task 4: Monitoring Water Quality sampling shall be performed quarterly (for approximately 2.25 years) at the monitoring well or discharge effluent and the influent. The in-situ continuous monitoring will use at a minimum: 2 time domain reflectometers (TDRs) one in the engineered soil and one in the native soil below the engineered soil; two thermistors, a rain gauge, and pressure transducers (PTs). Task 5: Operation and Maintenance Maintenance for these sites may also be required. If there is significant clogging in internal piping of the GI treatment system, clean outs may need to be opened and flushed. Plantings may need to pruned or removed, along with large debris. If surface ponding becomes an issue, then scarifying the exposed the surface may be required. Additional mulch may or may not be required. Garbage should also be removed. The condition of the plants will be also monitored. In periods of drought, supplemental watering may be required during the first year. If 50% or more plants perish in the first year, replanting must occur. Task 6: Reporting The final report should provide a section on recommendations. For example, municipalities may be required to alter the municipal code so that GI practices can be adopted. The required typical maintenance practices may be different due climate. A series of recommendations along these lines should be made. Model ordinances for municipalities to adopt, while necessary, is beyond the scope of this requisition. The government anticipates awarding a single fixed-price contract. In accordance with FAR 19.502-2(a), this solicitation will be conducted as a Total Small Business Set-Aside under under FAR Part 12 Commercial Procedures.
