Description
Sources Sought/ Market Survey for Segregation, Preparation and Staging of Scrap / Recyclable Material Located on Kwajalein Atoll This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Disposition Services will take procurement action in this matter. Responding to this request for information does not obligate a firm to respond to any resulting solicitation, nor is the United States Government (USG) obligated in any way to issue a solicitation as a result of this request, regardless of the responses received. Further, DLA Disposition Services will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request for Proposal. The DLA Disposition Services J-762 Acquisition Pacific Branch Office is updating the market research that was conducted in December 2013. The USG is ascertaining new or continued interests, capabilities and qualifications of small and large businesses in performing DEMIL A scrap / recyclable material field segregation and in preparing unserviceable mechanized equipment for shipment off island from Kwajalein Atoll for recycling/disposal in an environmentally responsible and compliant manner. The estimated weight of scrap/recyclable material and unserviceable mechanized equipment is 10 million pounds; however this estimated quantity is subject to change. The Contractor shall provide all personnel, equipment, tools, materials, supervision, vehicles and other items or services necessary to perform the following: CLIN 0001: Material field segregation of scrap/recyclable materials which includes Demil A coded scrap/recyclable materials, mixed metals scrap including a variety of scrap metals such as light and heavy iron and steel; nonferrous material such as aluminum, copper, brass, and irony aluminum. When scrap/recyclable materials are segregated, the materials may then be bailed by content (Ferrous, Non-Ferrous, etc.) for staging and located away from accumulation site. CLIN 0002: Preparation of over 300 pieces of unserviceable mechanized equipment (UME) including, but not limited to abrasive blast machines, mobile air conditioners, conveyors, forklifts, generators, helicopters, boats, scooters, step vans, tractors, trailers, trucks, motors, circuit breakers, miscellaneous containers, cargo containers, and engines. Preparation of (UME) may include draining fluids if necessary, removing batteries, and other such actions to ensure that the UME conforms to regulatory condition for shipment off-island. The contractor shall comply with all international, federal, and local laws and regulations in connection with the performance of the work. Contractor shall ensure that environmental, safety, and occupational health practices are conducted in compliance with applicable laws and regulations. In order for DLA Disposition Services to properly gauge the capability of the business community, interested parties must provide: 1) Statement of Capability. Please provide a general statement informing DLA Disposition Services of the general capabilities your firm offers. It should describe the specific scrap / recyclable material you can process by weight and/or volume. 2) Statement of Qualifications. Please provide information to address the following: (a) Describe the types of scrap/recyclables you are authorized to segregate/process. (b) Describe the authorizations granting authority to identify scrap/recyclable material, including segregation and staging of scrap materials for off-island shipment. If a solicitation is issued, offerors will be expected to provide copies and English translations of these documents. (c) Describe any limitations and/or exemptions imposed by the terms of your authorizations. (d) Explain whether your firm has any obligations, either imposed by law, regulation, or private contract that would prevent you from processing scrap/recyclables generated by the US Government, or that would allow you to treat US Government scrap/ recyclables only after your obligations to other parties were met. If so, please describe the nature of the limitation or obligation. 3) Business Size. Please provide business size. 4) Registration in System for Award Management. Businesses are reminded that they should register with the System for Award Management (https://www.sam.gov/index.html#1) if seeking to do future business with the USG.
