Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. AG-5615-S-15-BB01 is being issued as a Request for Proposals (RFP) and must be valid for 120 days. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, Vegetable Crops Research Unit has a need for a Portable UV-VIS NIR Spectroradiometer. The equipment will be used in phenotyping breeding materials and wild species germplasm of various crops including potato, cranberry, cucumber, carrot, and onion. This equipment will be used in the field to evaluate chemical composition of vegetation, as indicated by reflectance spectra across the range of 350-2500 nm, from leaves, plants or plots of plants. Spectral data will be used to generate calibration files that relate traits of interest, including compositional traits, tolerance to environmental stress, status of pathogen infection, genetic similarity and other traits to distinct spectral signatures. These calibration files are then used to phenotype additional samples rapidly and non-destructively. THE SALIENT CHARACTERISTICS: UV-VIS NIR Spectroradiometer must meet or exceed these minimum requirements: 1) Portable with a working range of 350-2500 mm. 2) Spectral resolution less than or equal to 3.5 nm in the 350-1000 nm range, less than or equal to 9.5 nm in the 1000-2000 nm, and less than or equal to 6.5 nm in the 2000-2500 nm range. 3) Spectral resolution, sampling bandwidth less than or equal to 1.5 nm in the 350-1000 nm range, less than or equal to 4.0 nm in the 1000-2000 nm, and less than or equal to 2.5 nm in the 2000-2500 nm range. 4) Wavelength reproducibility must be 0.1 nm or better. 5) Should be capable of data capture from directly attached foreoptic using internal computer and internal data storage. 6) Must have an integral LCD display for stand-alone data acquisition. 7) Must have NIST traceable radiance calibration. 8) Must be capable of USB and Bluetooth wireless connectivity. 9) Must come with a handheld micro-computer or PDA for use in data collection. 10) The handheld micro-computer or PDA or the item itself must have a camera and GPS capability and must be able to attach GPS coordinates to captured data. 11) All software required for operation and calibration. 12) Must be sealed against dust and dirt. 13) Must come with a hard case for transport. 14) Must include a fitted backpack for field use. 15) Instrument must not weigh more than 10 pounds with battery. 16) Foreoptic lenses with 4 and 8 degree field of view must be supplied. 17) Must be able to capture data through optional fiber optic cable and fiber optic cable 1 m in length or longer must be supplied. 18) Foreoptic lenses and fiber optic cable must have radiometric calibration. 19) Must come with a contact reflectance probe with integral light source that can be attached to the item via the fiber optic cable. 20) Must come with a calibrated reference panel and accessories with calibration files. 21) Include two sets of rechargeable batteries and a battery charger. 22) Items and accessories must come with user manuals. 23) Instrument must be provided with a warranty for a period of one year. Optional second and third year extended warranties (service agreements) should be listed on quote. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. DOCUMENTS TO BE INCLUDED IN PROPOSAL: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price and total price; 2) descriptive literature, brochures, information on service and support; 3) at least 3 to 5 references for the proposed equipment. References must have received the proposed equipment within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the product proposed and if possible include the email address of the person to be contacted; and 4) Offerors shall include a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://acquisition.gov/comp/far/loadmainre.html. REJECTION OF PROPOSAL: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. DELIVERY DUE DATE: To be determined, however, each offeror shall include their proposed delivery schedule as part of their quote. FAR 52.212-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS: The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Proposal shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: 1) Technical Factors 2) Salient characteristics and minimum requirements 3) Delivery 4) Warranty. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
