Description
The U.S. Army contracting Command - Warren (ACC-WRN), has a requirement for Light Armored Police Vehicles, quantity of 4 each and Contractor Spare Parts. The requirement is a one-time buy with no option period. These vehicles support the Country of Mongolia. Equipment being offered is commercial type equipment and the specification for the vehicle is listed below. ARMORED POLICE SWAT VEHICLE (FORD F550) THE VEHICLE SHALL BE PROVIDED WITH ALL NEW PARTS, THE MANUFACTURER'S STANDARD EQUIPMENT AND THE FOLLOWING MINIMUM EQUIPMENT/OPTIONS: 1.CONFIGURATION 1.1.The vehicle shall be an armored police, Special Weapons and Tactics (SWAT) vehicle based upon a new Ford F550, diesel powered, 4x4 chassis, 2015 model year or later with less than 100 miles on the odometer. 1.2.The vehicle shall be a Ford F550 export model equipped with a V8 diesel engine configured to operate on high sulfur content diesel fuel (5,000 parts per million). 1.3.The vehicle shall transport the driver and nine (9) other occupants. 1.4.The vehicle shall meet or exceed Ballistic Standard CEN 1063, EN 1522, Level B7. 2.STANDARD AND OTHER EQUIPMENT 2.1.Light package shall include at least four (4) interior, combination red and white dome lights mounted on cargo area ceiling (evenly spaced), two reading lights (driver and front occupant position), headlights, fog lights, brake lights, taillights, reverse lights, turn signals and two exterior cab mounted LED lights adjustable from inside the cab. 2.1.1.Ceiling lights can be switched from red and white at light. 2.1.2.Ceiling lights shall have power switch at dash, rear and side doors. 2.2.Windshield wipers and washing system shall be provided. 2.3.Air conditioning, heating, defrosting and the optional Rapid-Heat Supplemental Cab Heater shall be provided. 2.3.1.An auxiliary ceiling mounted air conditioning and heating system for the rear passenger area with system controls dash mounted shall be provided. 2.3.2.Auxiliary system shall be located in rear passenger area and have a secondary compressor and condenser. 2.3.3.Auxiliary system rating minimums shall be, cooling 30,000 BTU, heating 65,000 BTU, air flow 600 CFM (17 Cubic Meters per minute) 2.4.An ABC type, fire extinguisher and mounting bracket of minimum 10 LBS (4.5 kg) capacity shall be provided. 2.5.An air compressor for tire inflation with hose and air gauge shall be provided. 2.6.Deactivation switch for all front-seat air bags shall be provided. Switch will ensure that all front seat air bags can be deactivated quickly. Switch must be within arm's reach of driver and clearly labeled. When switch is disabled, a red warning light will illuminate to warn the operator. 2.7.Commercial opaque truck cover for each vehicle to extend the useful life of the transparent armor shall be provided. 2.8.Pre-wiring for two (2) radio antennae shall be provided. 2.9.A first aid kit and three (3) emergency triangles shall be provided. 2.10.A tool box or storage area for tire changing tools and lifting jack shall be provided. 2.10.1.Lifting jack shall be of sufficient capacity to lift and hold the heaviest point of the vehicle after armoring at GVW. 2.11.Anti-sail mud flaps shall be provided for all wheels. 2.12.Two frame-mounted tow hooks on the front and two on the rear of the vehicle shall be provided. 2.13.Fuel filler cap shall be labeled in French or universal symbols, identifying quote mark DIESEL FUEL ONLY. quote mark 2.14.An audible alarm shall be provided when the vehicle is put in reverse gear. 2.15.Technical manuals (operator, service and parts) in French shall be provided for every vehicle. 2.15.1.All control panels, instruction diagrams and warning labels shall be in French or in universal symbols, and shall be permanently affixed to the vehicle. 3.RATINGS 3.1.Vehicle ratings shall be the manufacturer's published rating at the time of offer. 3.2.Component ratings shall not be raised to meet requirements. 3.3.All individual components, including engine, transmission, driveline, axles, suspension and tires shall be rated at or above the Gross Vehicle Weight (GVW). 4.DIMENSIONS 4.1.Overall vehicle's width shall not exceed 98 inches (2.5 m), excluding mirrors. 4.2.The underbody clearance shall be at least 12 inches (0.30 m). 5.CHASSIS/DRIVELINE 5.1.Vehicle shall be provided with a 4x4 driver selectable driveline or all wheel drive. 5.2.The driveline and rear axle ratios shall be the same for all vehicles. 5.3.Vehicle shall be provided with a rear limited-slip or locking differential. 5.4.Gross Vehicle Weight Rating shall be at least 19,500 LBS (8,845 KG). 6.ENGINE 6.1.The vehicle shall have turbocharged V8 diesel engine with an engine block heater for cold starting. 6.2.The engine shall have a cooling system and air filter system designed for temperatures between -30 F (-34.4 C) up to 90 F (32.2 C). 6.2.1.A heavy duty air filter system designed for dry, dusty conditions shall be provided. 6.3.The vehicle shall have a fuel tank(s) capacity of at least 40 gallons (151.4 liters). 7.TRANSMISSION 7.1.The vehicle shall be provided with an automatic transmission. 8.STEERING 8.1.Left hand drive and power steering shall be provided. 9.BRAKES 9.1.Vehicle shall be provided with front and rear disc brakes with ABS. 9.2.The vehicle shall be provided with a parking brake. 10.ELECTRICAL SYSTEM 10.1.The vehicle shall be provided with a 12 volt electrical system. 10.2.The vehicle shall be provided with a minimum of two heavy-duty maintenance free batteries. 10.3.The vehicle shall be provided with a heavy-duty alternator battery charging system with alternator(s) output to total at least 300 amps. 10.4.The vehicle shall be provided with LED type emergency flasher lights mounted outside of the vehicle (two on the front of the cab, two on the rear of body. 10.5.The vehicle shall be provided with a multi-mode siren with public address (PA) system and intercom and speaker(s), minimum 100 watts. 10.6.The vehicle shall be provided with four (4) factory-installed upfitter switches, integrated into the instrument panel with fuses and associated relays and with two 25-amp, one 10-amp and one 15-amp circuits. 11.WHEELS,TIRES AND RUNFLATS 11.1.Steel wheels shall be provided. 11.2.The vehicle shall be provided with tubeless, radial, all terrain tread tires. 11.3.The vehicle shall be provided with a full-size spare wheel and tire assembly. All tires shall be of the same size, load rating and tread design, and all wheels shall be interchangeable, including the spare wheel and tire assembly. 11.4.All wheel and tire assemblies including spare shall be provided with runflats. 12.PERFORMANCE 12.1.The vehicle shall be capable of being stored, started, and operated in temperatures ranging from -30 F (-34.4 C) up to 90 F (32.2 C). 12.2.Vehicle shall be capable of operating 30% of mission on paved roads, 50% on unpaved roads/trails and 20% off road. 12.3.At GVW, the vehicle shall be capable of maintaining a speed of at least 70mph (113 kph) on a level highway. 13.COLOR AND SIGNAGE 13.1.Exterior color of the vehicle shall be white. 13.1.1.The vehicle shall be provided with four high-performance reflective decals, each centered horizontally and vertically on the exterior sides of the passenger cargo area, on the hood and the rear of the vehicle. Using black color, the decal shall state in letters, quote mark UN quote mark. 13.1.2.The decals shall be the largest size that can be placed on these surfaces with a minimum size requirement of 12 inches (30 cm) in diameter. 13.1.3.The decals shall be securely adhered to the vehicle, have a smooth surface with no air pockets, and shall have a minimum life of 5 years. 13.1.4.The decals shall be such that once applied, they cannot be removed in one piece (i.e., rip/tear into small pieces) 14.INTERIOR 14.1.The vehicle cab, body and ceiling shall have insulation and a liner installed. 14.2.A high back, adjustable driver's seat in cab shall be provided. 14.3.A high back swivel passenger's seat in cab shall be provided. 14.4.Full length padded bench seats on both sides of rear passenger area with padded back rest shall be provided. 14.5.Storage compartments under the bench seats shall be provided with lift up seats and pneumatic assist arms. 14.6.Seatbelts shall be provided for all occupants. 14.7.Grab handles shall be installed at all doors. 14.8.Rhino liner non-slip surface shall be provided on cab floor and passenger area floor. 15.EXTERIOR 15.1.Heavy Duty Aluminum bar grate running boards along both sides and across the rear of the vehicle shall be provided. 15.2.A hand rail shall be provided along the top of the vehicle (both sides and rear) 15.3.Access to top of vehicle shall be provided (fold down steps or rungs or ladder). 15.4.Armored locking fuel door shall be provided. 15.5.Front ram bumper with grill guard and radiator protection and two (2) tow hooks shall be provided. 15.6.Rear ram bumper with two (2) tow hooks shall be provided. 15.7.Each cab door shall swing to the front, have a view window, a gun port, and door hold back. 15.8.Rear door(s) shall have two (2) gun ports, two (2) view windows, and door hold backs. 15.9.Vehicle shall have minimum four (4) view windows in passenger area, (two (2) on each side). 15.10.Vehicle shall have a gun port under each view window in passenger area. 15.11.Vehicle shall have a two piece windshield. 15.12.Exterior rearview mirrors shall be provided. 15.13.Vehicle shall have a fully armored hood with pneumatic assist and a hold open rod. 16.BALLISTIC PROTECTION 16.1.Vehicle shall have opaque and transparent armor to meet or exceed CEN 1063, EN 1522, B7 ballistic level protection for 360 perimeter (vertical panels and all view windows and windshield). 16.2.Vehicle roof shall have opaque armor to meet or exceed CEN 1522, B7 ballistic protection at an angled level of incidence. 16.3.Floor shall be armored to defeat grenades. 16.4.Vehicle shall have tailpipe mesh protection installed. 16.5.Fuel tank shall be armored to defeat grenades. 17.GLASS (TRANSPARENT ARMOR) CLEANING AND CARE LABEL 17.1.A glass (transparent armor) cleaning and care label shall be provided. 17.2.The label will alert personnel to the proper care and cleaning procedures for the glass (transparent armor). 17.3.Label shall be vinyl or other durable material, less than 4 inches by 8 inches (101.6 mm by 203.2 mm) and have a white background with lettering in red or black. 18.RADIO FREQUENCY IDENTIFICATION (RFID) TAGS 18.1.Each vehicle or item and associated lot of spares shall be tagged with a removable active RFID data rich tracking tag, specifically designated as either: 18.1.1.Savi ST-654-031 18.1.2.Savi ST-654-041 18.1.3.Evigia EV3-DRT 18.1.4.Identec I-Q310 DRT 18.2.The active RFID tag shall have at least 128 Kbytes of memory. 18.3.The active RFID tag shall be compliant with ISO 18000/7. 18.4.The tag shall be located on the exterior of the vehicle or item in a noticeable and easily observable spot. The tag for the spares shall be located in a noticeable and easily observable spot on the exterior of the pallet or container. 18.5.The tag shall be securely affixed to the vehicle or item in such a way that it cannot fall off. Securing the RFID tag with two or more plastic cable ties is the preferred method. 18.6.The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 quote mark Commodity Item Database Format quote mark with the following clarifications: 18.6.1.The quote mark document field quote mark titled quote mark DOCUMENT quote mark shall be the document number (e.g. quote mark milstrip quote mark ) as specified by the Government procuring agency. 18.6.2.The quote mark MISC1 quote mark field shall be the item serial number, if available. 18.6.3.The quote mark MISC2 quote mark field shall be used for user comments (e.g. contract number). 18.6.4.The JTAV - V2.0 data format specification is available at: http://www.ndia.org/Divisions/Divisions/Logistics/Documents/Content/ContentGroups/Divisions1/Logistics/4RF_Tag_Data_Specification_V2.pdf
