Description
Notice of Intent to Modifiy Award F14PX02146 GIS Professional Data Collection Svs 22,500.00 by Adding $15,500.00 for a new follow up award for a total of $48,000.00 - 1. GENERAL: The US Fish and Wildlife Service (USFWS), Washington Fish and Wildlife Office (WFWO), 510 Desmond Dr. SE, Suite I 02, Lacey, WA 98503, has a requirement for GIS program support. The work also requires experience in producing FWS critical habitat and listing and recovery products, in supporting HCP and consultation GIS efforts, and in user technical support for GIS. Finally, the work requires the ability to complete natural resource inventory mapping and/or database development with working knowledge of geography and FWS listed and trust resources specifically occurring in Washington State. 2. SCOPE: This hourly contract is to obtain senior computer specialist support for Geographic Information Systems (GIS) for the Fish and Wildlife Service's (FWS) Washington Office located in Lacey Washington. This position provides support for activities as needed by the field office and ecoregion which involves analysis, project management, planning, design, development, acquisition, documentation, testing, implementation, integration, and maintenance of computer information systems. The work requires knowledge of ArcGIS, Excel, Access, Adobe, and Windows OS and AD software as well as knowledge of GIS hardware (ex. plotters, scanners, GPS, PCs, servers, networking). The work also requires experience in producing FWS critical habitat and listing and recovery products, in supporting HCP and consultation GIS efforts, and in user technical support for GIS. Finally, the work requires the ability to complete natural resource inventory mapping and/or database development with working knowledge of geography and FWS listed and trust resources specifically occurring in Washington State. Specific work tasks include 1) development of Standard Operating Procedures (SOP) for federally designated critical habitat, data acquisition protocols, and documentation;2) providing draft policy direction and guidance regarding the operation of the WFWO's GIS program, as well as its structure and future needs; 3) advice regarding the integration of GIS into the existing and future IT infrastructure at the WFWO ; and 4) advice regarding the GIS program and its ability to support the future needs of the WFWO. Additional $15,500.00 would cover 3. TASKS/DELIVERABLES: Specific work tasks include 1) support as needed for federally designated critical habitat and listing efforts, specifically assistance in finalizing the GIS for the Oregon Spotted Frog Critical Habitat as well as work relating to previous critical habitat or listing GIS efforts, 2) providing support and/or training for the HCP programs GIS data and map products development and updates for 2015, 3) providing support for IPAC efforts in the consultation program which includes multi-office coordination, data development and map products, 4) advice and support regarding the integration of GIS into the existing and future IT infrastructure at the WFWO including weekly maintenance on GIS lab computers and when requested review and research of GIS technology acquisition (PCs, Plotters, etc); and 5) advice and support regarding the GIS program and the future needs of the WFWO relating to future enhancements of the GIS SOP, GIS data development, and GIS applications. 4. PLACE AND PERIOD OF PERFORMANCE: Lacey, WA 98503 5. PERIOD OF PERFORMANCE: May 1, 2015 through August 31, 2016 6. EVALUATION AND ACCEPTANCE: Review schedules will be agreed upon during the planning phase and evaluation and acceptance can be in the form of agency review with respect to the agreed plan components. 7. MATERIAL: Not applicable. 8. AVAILABILITY: 8.1 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, the contractor shall provide contact information. 8.2 Non-duty hours include week nights, weekends, and Government holidays (New Years Day, Memorial Day, President's day, Fourth of July, Thanksgiving, Columbus Day, Christmas). 9. QUALITY CONTROL (QC)/QUALITY ASSURANCE (QA): See clauses for inspection and acceptance for commercial supplies/services. Where appropriate, QC will be maintained according to industry standards and made available to the agency. 10. QUALITYASSURANCE (QA): Contractor will submit their standard for measuring their performance for success and provide to the Technical Coordinator at end of workshop or upon final invoice. 11.
