- RFI Notice Request for Information on Electronic Warfare and Cyber Convergence Technologies or Capabilities Technical Exchange Meeting on 22-23 July 2015 I. Notice Type: Sources Sought II. Synopsis: THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. III. Background & Description This Request for Information (RFI) by the Office of the Assistant Secretary of Defense for Research and Engineering [OASD(R&E)] seeks information on Electronic and Cyber warfare convergence implementation capabilities. The RFI proposed focus is a technical exchange of information with large and small businesses as well as University Affiliated Research Centers (UARCs). This technical exchange meeting (TEM) will provide an understanding what the technical community experts are pursuing within Electronic and Cyber warfare convergence capabilities. This will help establish and build a collaborative and shared OASD(R&E)'s S&T knowledge base. The ultimate goal is to better understand what Electronic Warfare (EW) and Cyber implementation capabilities exist, what capabilities are being pursued/developed, what requirements do capabilities satisfy, and identify current and future technology investments gaps. In addition, the RFI TEM will assist in assessing readiness levels as well as the acceleration of needed demonstrations, experimentations, and rapid prototyping of promising capabilities in order to facilitate program transition while focusing on rapid delivery of advanced EW-Cyber Convergence capabilities to the warfighter. The government seeks to address EW-Cyber integrated employment capabilities and address attacking threat vulnerabilities in order to maximize the implementation of electronic and cyber convergence capabilities. Ideally, suggested solutions, methodologies, and tailorable processes should address the broader tactical, operational and strategic national interests. Responses to this RFI should, for example, identify implementation programs/ideas/concepts regarding the preferred EW-Cyber convergence application against specific targets of interests as well as addressing technical approaches for ensuring delivery of EW-Cyber capabilities and propose funding expectations, sources, etc. IV. Definitions and Context As a result of EW and Cyber domain complexities, there is not a codified cross-enterprise understanding of EW and Cyber integrated implementation capability that exists today. Therefore, agreement on the reasonable use of appropriate EW-Cyber convergence implementation capabilities is being pursued. Given the extraordinary reliance of the Department of Defense (DoD) upon commercial vendors and private sector solutions providers, OASD(R&E) currently is assessing this issue that will require a combined effort of EW-Cyber industry and government experts to achieve definable and specific outcomes. The TEM will enable a reasonable and accepted degree of assurance regarding given EW-Cyber employment application within DoD warfare concepts. V. Objectives For each respondent's program, project, concept submission, OASD(R&E) is interested in addressing the EW-Cyber convergence implementation capabilities. This collaborative information will assist in assessing readiness levels and provide the understanding for acceleration of needed demonstrations, experimentations, and rapid prototyping of promising EW-Cyber integrated capabilities. Additionally, these tests will help facilitate program transition while focusing on rapid delivery of advanced capabilities to the warfighter. Specifically, respondents should address as many as possible of the following issues about their suggested approach: Major factors to address: • What EW and Cyber implementation capabilities exists • What capabilities are being pursued/developed • What requirements do the capabilities satisfy • Identify current and future technology investments gaps Technical Issues: • What are the optimal ways to employ EW-Cyber convergence capabilities; serial or parallel operations one supporting the other or vice versa • Define the challenge, including types of employment tools and approaches or categories of defeating the threats that need to be addressed • How can results best be evaluated and how / how often would these evaluative means be refreshed or updated • What are the most pressing threats and focus areas of EW-Cyber Convergence that need to be addressed • What are the most promising areas of current research to address EW-Cyber Convergence risks • How should OASD(R&E) help to maintain a proficient group of experts that adapts cutting-edge EW-Cyber Convergence initiative, tools & techniques and provides continuous and coordinated assurance across all levels of domain warfare Governance EW-Cyber Convergence Initiative and Costs / Benefits • How can OASD(R&E) best engage industry firms to assess their willingness to participate in a process of developing EW-Cyber Convergence Initiative Enterprise-wide knowledge base • How could the approach provide a measurable EW-Cyber Convergence assurance that reduces both the liability risk to industry and the operational risk to the DoD The RFI TEM Industry/UARC Day will be held at The Heritage Conference Center, 4803 Stonecroft Blvd., Chantilly, VA 20151 on 22 and 23 July 2015, 8 A.M. to 5 P.M. Response Format This section contains all information required to submit a response. The format will be a series of individual presentations given by each Industry and UARC S&T representative to a group of government representatives from the Services and National Labs. Presentations should address all major factors, technical issues and performance with sufficient detail to determine the current readiness level of each capability. Presentations should include at a minimum, three quad charts as follows: Quad Chart 1, OV-1 Depiction, Summary Capability Description, Capability Requirements, Concept of Operations/Employment; Quad Chart 2, Operational Risk, Technical Risk, Programmatic Risk, Schedule Risk; Quad Chart 3, Target Threat Analysis, Key Attributes, Program Manager/POC Information, Other Special Considerations. Upon receipt of your RSVP, attendees will receive a copy of the suggested formatted slides with more detail information requested. In addition, there are specific guidelines for the presentation itself. Each participating organization can have up to 15 slides maximum to include the three mandatory quad charts. Presentations can be classified up to and including TS/SCI. Selected presentations should be submitted NLT 8 July 2015 to the POCs listed below. OASD (R&E) prefers no more than four representatives per organization, if possible. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will NOT be responsible for any proprietary information not clearly marked. Responders may include information that is not within the scope of this RFI, but must be relevant to the overall goals. Any classified responses must meet the format and delivery instructions described in this RFI. In addition, classified delivery must be arranged in advance with technical and administrative POC listed above. Classified responses must include identification of their source of classification guidance. VII. Disclaimers and Notes This RFI is issued solely for information and planning purposes and does not constitute a program or contractual solicitation. OASD(R&E) is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this RFI. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Government intends to use the information received in response to this RFI for planning purposes for which a Broad Agency Announcement (BAA) or Request for Proposal (RFP) may result. However, the Government will not award a contract directly on the basis of this RFI or to otherwise pay for the information solicited. Participants in the review and evaluation of responses may include: The US Government; Federally Funded R&D Centers (such as The Aerospace Corp, Lincoln Laboratory, and MITRE); Systems Engineering and Integration (SE&I) contractors; all are bound by appropriate non-disclosure requirements. Regarding this RFI, no contact is allowed with these organizations. VIII. Government/Industry Technical Exchange Meeting (GEM/TEM) The TEM will be held at The Heritage Conference Center, 4803 Stonecroft Blvd., Chantilly, VA 20151 on 22-23 July 2015. The Government may request individuals to respond to questions/clarifications on their RFI response. Because of space limitations, the number of participants per organization is restricted. TEM participants must be US citizens and must submit visit requests. Attendance at TEMs will be voluntary. OASD(R&E) will not provide any cost reimbursement for TEM attendance. IX.
