Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is NOT a solicitation for proposals. Proposal abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified 8(a) small business concerns and (2) their size classification relative to the North American Industrial Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Historically, these services have been accepted by the U.S. Small Business Administration (SBA) for competition in the 8(a) program pursuant to Section 8(a) of the Small Business Act [(15 U.S.C. 637(a)(1)]. An organization that is not considered an 8(a) small business concern under the applicable NAICS code should not submit a response to this notice. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina is one of the 27 institutes and centers comprising the National Institutes of Health (NIH). The NIEHS is home to the National Toxicology Program (NTP), a Health and Human Services (HHS) interagency program dedicated to testing and evaluating substances in our environment. The program was created as a cooperative effort to coordinate toxicology testing programs within the federal government; strengthen the science base in toxicology; develop and validate improved testing methods; and provide information about potentially toxic chemicals. The audiences for these efforts are the health, regulatory, and research agencies, scientific and medical communities and the public. PURPOSE AND OBJECTIVES: The NIEHS is seeking qualified 8(a) small business concerns to provide and perform Animal Husbandry Support Services at our facility located in the Research Triangle Park (RTP) in Durham, NC. The performance of service for this requirement will be conducted in Government owned or leased facilities within the designated contract service areas. The NIEHS will provide animal holding and procedures space, cage wash facilities, office and laboratory space, restroom, shower, locker areas, storage and other support space. The Animal Husbandry Support Service Contractor must be capable of providing care and maintenance for laboratory animals seven (7) days per week including weekends and holidays. The laboratory animal facility is 57,000 square feet with a daily inventory of 30,000 animals. Services will include feeding and watering animals, observing the health and condition of animals,, animal health surveillance, administering routine treatments to animals when prescribed by Veterinary Staff, identification by ear punch, tattoo or microchip implantation as directed, sanitizing and cleaning cages and rooms and maintaining animal room equipment and supplies. The contract services will include; ordering, receiving, inspecting and inventorying deliveries of feed, bedding, equipment and supplies, receiving, inspecting, and delivering shipments of incoming and in-house animals within a 25 mile radius of the NIEHS. Operating and monitoring performance of autoclaves, cage washers, rack washers, bottle washers and bottle fillers, clothes washers and dryers, vacuum cleaners and floor scrubbers to providing housekeeping to entire animal facility and support areas will also be required. Contractors must be capable of establishing pedigreed rodent breeding colonies; performing complicated surgical techniques, and diagnostic evaluation of laboratory animals in support of research programs and objectives. The Contractor will be responsible for the breeding, perpetuation, and possible expansion of various strains of research colony rodents which includes over 300 transgenic knock-out / knock-in and mutant mouse lines. Accordingly, the Contractor must be capable of evaluating the reproductive efficiency of all in-house rodent breeding colonies, including transgenic colonies; identifying reproductive problems and making recommendations for improvement and preparing working protocols for each breeding colony. Contractors must be capable of assisting with preparing Standard Operating Procedures (SOPs) related to animal husbandry, animal care, and rodent breeding; performing data management of animal inventory, cost accounting, and animal study proposals using the eSirius animal facility management software; performing necropsies, including sentinel animals, recording all lesions observed on the Animal Health Report; and performing sample collection (urine, feces, tissues, whole blood and/or blood products, parasites, microbiological cultures) fixation and/or freezing of samples. Formal written SOPs will be provided by the Government for all duties. The contractor must demonstrate their capability to perform duties to conform to the most recent version of the NCR Guide for the Care and Use of Laboratory Animals(http://grants.nih.gov/grants/olaw/Guide-for-the-care-and-use-of-laboratory-animals.pdf), as well as the Public Health Service (PHS) Policy for Humane Care and Use of Laboratory Animals, the Animal Welfare Act PL 89-544 and amendments, National Institute of Health (NIH) Manual Policy 3040-2, and the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC) International Standards. The purpose of this notice is to advertise this requirement to seek all qualified 8(a) small business firms under the North American Industrial Classification System (NAICS) 541990 capable of providing Animal Husbandry Support Services onsite at the NIEHS. The anticipated period of performance for this requirement is a one twelve month base period with four twelve month options. All eligible 8(a) small businesses are invited to submit capability statements that substantiate their experience and qualifications in performing animal support type services within seven (7) days from the date of this Sources Sought Notice. Interested firms must provide information detailing experience in providing similar services that includes client name, contract number, performance period, dollar value, specific services and a point of contact. Capability statements may be submitted via email to Jimmy Bryant at bryant5@niehs.nih.gov. It is important that the notice reference number NIHES2015033 be included in the subject line of the email. Acknowledgement of receipt of responses will not be made by the Government nor will offerors be notified of the evaluation of the information received from this Sources Sought Notice.
