- Requirement/Customer Introduction Document Type: Sources Sought Notice/Request for Information Posted Date: 26 MAY 2015 Response Date: 26 JUNE 2015 NAICS Code: 541330 This Request for Information (RFI) is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the U.S. Government to acquire any products or services. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information request. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received. The information will be used in a Market research report assessment of sources capable of providing technical and programmatic engineering services to the U.S. Army Research, Development and Engineering Command. Description of Requirement The scope of this potential requirement is for the acquisition of technical and programmatic support to the U.S. Army Manufacturing Technology (ManTech) Program Management Office (PMO). The ManTech Program goal is to provide essential manufacturing technologies that will enable affordability, sustainability, improved quality, shorter production lead times, enhanced productiveness, improved safety, and reduced risk in transitioning manufacturing technology to production. The Program does this by funding efforts to mature and demonstrate manufacturing technologies from a research and development (R&D) status to pilot and/or low-rate production scale in support of current and next-generation military weapons and associated systems. Potential contractor will provide program integration and program management services to the Research, Development and Engineering Command (RDECOM), Programs and Engineering (P&E) Directorate, of which the ManTech PMO is subordinate. Required activities, as specifically identified in each task order, will include: Program planning, program management and documentation, and stakeholder engagement. 1.Does your company and its employees have specific experience in technical and financial management support of a research, development, technology and engineering (RDT&E) or acquisition program management office (PMO)? If so, describe experience. 2.Describe your company's specific experience in supporting manufacturing technology efforts related to products. Specifically highlight any subject matter expertise associated with metals, composites or electronics processing and fabrication or experience in the area of advanced manufacturing. Program Planning: Will include identification of future investment topics; supporting budget estimates; working with customers to maximize ManTech process implementation and return-on-investment; and providing technical and programmatic evaluations and assessments of proposed efforts. 1.Describe your company's experience in long range DoD research & development planning, specifically related to identifying future investment areas. 2.Describe your company's experience in supporting the Army POM process and submission of R-forms in support of budgeting actions. 3.Describe your company's experience in coordinating DoD investments with potential customers to effect technology transition and implementation planning in order to maximize return on investment. 4.Describe your company's experience in supporting requests for technology proposals. 5.Describe your company's experience in performing technical and programmatic analysis and evaluations of manufacturing technology proposals. Program Management Execution and Documentation: Will include supporting the ManTech office with cost, schedule, performance and transition tracking of ManTech Program projects; conducting periodic In-Progress Reviews (IPRs); conducting technical, financial, and programmatic analyses; and administrative support in the development of reports, briefings, databases, metrics, and graphics for executive level decisions and presentations. 1.Describe your company's experience with the standard suite of Microsoft software products including Word, Excel, PowerPoint, Project and SharePoint. Describe experience and any specific training in the advanced usage of these products. 2.Describe your company's experience in tracking and analyzing the cost, schedule, performance, transition, and implementation of DoD RDT&E funded projects. Describe specific experience in conduction of cost, schedule and performance analyses and development of recommendations for leadership. 3.Describe your company's experience in facilitating and/or supporting detailed project reviews in coordination with technical, financial and transition partner stakeholders. 4.Describe your company's experience in preparing, supporting and/or delivering information and/or decision briefs for members of the Senior Executive Service (SES) and/or General Officers. Stakeholder Engagement: Will include support of Army ManTech activities within the Joint Defense Manufacturing Technology Panel (JDMTP); representing the Army ManTech Program to the other DoD Component ManTech programs; engaging Army ManTech stakeholders (i.e, PEOs, S&T organizations, ODASA(R&T), AMC, SOCOM, etc) and external stakeholders (i.e. DARPA, NASA, DoC/NIST, etc) with respect to ManTech requirements and collaborative opportunities; supporting the Army ManTech Program in participating in various conferences and symposia (i.e. Defense Manufacturing Conference (DMC), NDIA Manufacturing Division meetings, etc); and maintaining the Army ManTech website. 1.Describe your company's experience in representing, at both the strategic and execution level, a DoD RDT&E funded program's interests and activities across a broad group of organizations with a common interest in specific technology areas. 2.Describe your company's experience in supporting joint planning across multiple DoD organizations. 3.Describe your company's experience in engaging internal and external stakeholders? Cite specific examples related to the organizations listed in the quote mark Stakeholder Engagement quote mark paragraph above. 4.Describe your company's experience in the planning, preparation and set-up for conferences and symposia? 5.Describe your company's experience in the development, management and maintenance of websites. Note, your organizations does not currently need to be registered under the NAICS to provide capabilities information in response to the RFI. 2) Please estimate the maximum percentage of the overall requirement which your organization could perform with in-house resources.
