- Red River Army Depot (RRAD) has a requirement for a rubber to metal adhesive and primer, which will be used to rebuild all track and road wheel configurations in, or expected to be in, the Army Material Command supply system. The Depot Maintenance Work Requirements (DMWR) for Track Shoes (DMWR 9-2630-200/2) and Road Wheels (DMWR 9-2630-200/1) specify the processes and methods criteria used to control and assure quality processes at RRAD. As a result, only the products listed on the RRAD Local Qualified Products List (LQPL) will be considered for award. Current RRAD LQPL include: Adhesive: CHEMLOK 252X and THIXON 532-AEF, Primer: CHEMLOK 205 and THIXON P-11-EF. The existing production processes used to produce track and road wheel products have been certified / qualified by laboratory tests and extensive Army Proving Grounds field testing. RRAD is not authorized to deviate from the process/methods, or to make product substitutions without verification testing and Command Level review / approval. No reimbursement will be made for any costs associated with providing information and/or samples in response to this synopsis or any follow up information requests. The purpose of this synopsis is to: 1. Expand the Local Qualified Products List 2. Gain knowledge of interest, capabilities and qualifications of various members of both Small and Large Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. RRAD maintains its own internal requirements to assure acceptable levels of quality and production throughput capacity that meet or exceed the DMWR. In the case of rubber to metal bonding adhesives, RRAD maintains a level of adhesive bond values that exceed the minimum requirements of the controlling Military Specification and that are based on historical data gathered from in process quality testing. There are also specific production and curing process requirements that must be met. No award will be made as a result of this sources sought. This sources sought is only to seek information from industry. Please submit letter of interest to include: 1.Any certifications 2.Any past government awards 3.Business size and status. 4.Safety Data Sheets for each anticipated sample. Submit these documents to Robyn James at robyn.e.james.civ@mail.mil with the subject title quote mark Rubber Adhesive Sources Sought quote mark. Instructions for Submittal of Samples: Samples shall include: One five (5) gallon drum of adhesive and One five (5) gallon drum of primer. 1.Vendors shall submit Safety Data Sheets (SDS) for each sample via email to Robyn E. James robyn.e.james.civ@mail.mil with their letter of interest. 2.The SDS MUST be approved by Government personnel prior to shipment. Vendors will receive email notification of approval prior to shipping. 3.Samples with approved SDS shall be shipped to: Address will be provided to Vendors upon approval of SDS. 4.Samples received without prior SDS approval WILL NOT BE ACCEPTED. 5.Samples will be accepted UP TO TWO (2) WEEKS FROM DATE OF APPROVED SDS NOTIFICATION ONLY. Samples arriving the date specified in approval email will not be accepted. 6.Government testing will take approximately one month from date of receipt of samples. This time table is an estimate only. 7.The Government will notify Vendors of Pass/Fail via email once testing is concluded. 8.No re-submittals of samples will be accepted in the instance of Failure. If at any time there is a question concerning the test criteria, a direct comparison test will be made between the adhesive system presently used and the adhesives tested.
